REQUEST FOR QUOTATION FOR DIRECTOR CLASS FIBER SWITCH General Information Document TYPE: Presolicitation Notice Solicitation Number: FA8771-07-R-0006 Classification Code: 70 General Purpose Information Technology Equipment Description: SOLICITATION/REQUEST FOR QUOTATION. The Government is looking for pricing for the following products: A quantity of one (1), Director Class Fiber Switch with minimum 4GBs, 144 active ports expandable to 384 ports. Also needed is three years (3) of 24 x 7 Technical Support/Maintenance and Installation. All quotations are to be submitted no later than 21 May 2007 by 1600 Central Time (Close of Business) and Emailed to marylou.cannon@gunter.af.mil. Each quote must include the following information: 1. Can the requested items be delivered in 30 days or sooner? If not, how soon can the requested items be delivered? And what method of shipment will be used? 2. The Government's Terms and Conditions are: Net 30 - FOB Destination. Shipping address will be located at Maxwell Air Force Base-Gunter Annex AL 36114 3. Period of Performance must begin on the date of receipt by the "ship to" address or the date of award whichever is later. 3. Name of manufacturer? 4. Pricing information. This is a combine d synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information in this notice. Quotes are being requested and a written solicitation will not be issued. Technical Evaluations will be performed on submitted quotes and evaluated on the following categories listed in priority order as follows, taking into consideration the Best Value to the Government: Specifications, Pricing, Terms and Conditions. This solicitation document, incorporated provisions, and clauses are those in effect to FAC 2005-16, Effective 22 March 2007. The proposed procurement will be conducted under the Simplified Acquisition Procedures (SAP) of FAR Subpart 13.5. The North American Industry Classification System (NAICS) 334419 is based on the size standard of 1000 employees. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference. FAR 52. 212-1 Instructions to Offerors - Commercial Items (Sep 2006); FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Mar 2007); the following numbered subparagraphs under paragraph (b) of this apply: (18) (20) (21) (23) (26) and (32). Notice is provided that the ESC Ombudsman, located at Hanscom AFB, MA, serves as the Ombudsman for all of ESC, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to ESC/CC, ESC's Deputy for Acquisition (DC(A)) or ESC's Deputy for Support (DC(S)) from industry or Government personnel, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to th e source of the inquiry.
