- This is a sources sought synopsis (not a pre-solicitation notice pursuant to FAR Part 5). The Headquarters Air Force Security Forces Center, Force Protection Commodity Council (FPCC), is seeking capable sources to provide commercial-off-the-shelf All Terrain Vehicles (ATVs). This notice is for informational planning purposes only and does not constitute an invitation for bid nor request for proposal, and is not to be construed as a commitment by the Government. Large and small businesses are encouraged to participate in this survey. The information you provide may be used by the Government in developing an acquisition strategy and purchase description. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. The following are minimum requirements for ATVs: One seat and two seat side-by-side; 12? Ground Clearance; 1200 lbs of towing; 4X4; Independent suspension; Ability to traverse a 45 degree slope; 35 mph sustained speed; Automatic transmission; Overhead cover; Removable shatterproof, scratch resistant windshield; 12 volt accessory plug-in; Lights (head lights, tail lights); Turn signals; Horn; Winch capability for self recovery; Four tires (same size); Weapons rack, 1 per occupant; Shaft drive; Skid plate; Easy maintenance (ability to fix world-wide); Gas gauge; Roll bar; Speedometer; Key ignition; Flexible non-metallic body panels; Extended fuel capacity storage (minimum 1 hour capability at sustained speed); Safety handles; Easy egress for fully loaded troop. We request you provide answers to the following questions in response to this notice: 1. What are the specifications for your ATV (i.e., engine, transmission, towing capacity, etc.)? 2. What are the standard colors? 3. How does industry determine high quality products? 4. Are there industry standards? If so, what are the standards? 5. What specification (purchase description) is required for industry to submit a proposal? 6. What is your ordering process? 7. What is the average shipping/delivery time? 8. What is the average backorder time? 9. What are the procedures used to return defective items? 10. How do you ensure/measure customer satisfaction? 11. What is the warranty period? 12. Do you offer maintenance agreements? 13. Do you stock items or have items shipped directly from the manufacturer, distributor? 14. Are you a manufacture, distributor, or retailer? 15. Do you have an internet web-based procurement system (including catalog, price list, ordering procedures)? 16. Have you done business with the government? 17. Do you have or had a federal government contract (i.e., GSA, IDIQ, BPA, etc.)? 18. Do you provide an owner?s/repair manual? 19. Do you sell spare parts kits/minor repair kits (i.e., filters, tires, cables, plugs, brakes, etc.)? 20. Responses should contain Company Name, Address, Point of Contact, Cage Code, Phone Number, Fax Number, and Size of Business. 21. If available, please send your catalog (to include pictures of your product) and pricelist. The purpose of this request for information is to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. The Government will not reimburse contractors for any cost incurred for their participation in this request for information. Contractors are encouraged to provide submittals electronically. Electronic responses shall be submitted in MS Word or Adobe PDF format. Please submit your response not later than 14 Jun 07, 4:00 p.m. (CST).
