- The FAA intends to solicit and award a firm-fixed price contract for the Modernization Project of the Airport Traffic Control Tower (ATCT) and Base Building Facility at Southern Illinois Airport, Carbondale, Illinois. The Contractor shall provide all labor, materials, and equipment in accordance with the contract provisions, specifications and drawings. The work shall include, but not limited to, the following: (1) Replace cab HVAC unit, RTAC-1. (2) Replace base building HVAC unit. (3) Replace four (4) window A/C units in tower shaft. (4) Mechanical training. (5) Test and balancing. (6) Replace base building roof (80 squares). (7) Repair water damaged walls at base building. (8) Repair water damaged walls at tower shaft. (9) Remove grass; replace with concrete 4' from BB sloping towards parking lot. (10) Provide steel load distribution plate for battery rack. (11) Replace air terminal with approved FAA Std-019e. (12) Replace door knobs with ADA compliant lever type. (13) Refurbish down conductors to exterior type approved by FAA Std-019e. (14) Replace light fixtures (avoid harmonics distortion). (15) Upgrade electronic signals ground for voice switch. (16) Replace exit lights with LED type. (17) Replace receptacles on bathroom below cab. (18) Refurbish emergency lights. (19) Install new counterpoise. (20) Replace ladder to cab roof. (21) Clean and seal cab walls. (22) Replace ceiling tiles throughout the facility. (23) Paint facility interior. (24) Refurbish bathrooms to ADA approved. (25) Replace flooring - carpet (base building, VCT at break room). (26) Clean, buff and strip existing VCT tile (all rooms). (27) Replace convenience center at break room. The work will be performed in strict accordance with the contract drawings and specifications. Contract performance time is 150 calendar days, with an anticipated start date of project as July 9, 2007. The estimated price range for this procurement is between $100,000 and $250,000. NAICS is 237990. INTERESTED FIRMS MUST HAVE SUCCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK AT AN OPERATIONAL AIRPORT. THE PLANS AND SPECIFICATIONS WILL BE FURNISHED TO THE FIRST FIFTEEN GENERAL CONTRACTORS WHO RESPOND TO THIS ANNOUNCEMENT. General contractors must submit their interest in subject project on letterhead and include the firm's name, address, phone number, fax number, and point of contact by no later than May 30, 2007, 2:00 p.m. (CT). This notice is for informational purposes for Minority, Women-Owned, and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has programs to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to $1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT short Term receivable financing. The maximum line of credit is $750,000.
