Description
This requirement is a full and open competition. The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) is authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (PL 92-288), as amended, to provide assistance to applicants of Presidentially-declared disasters and emergencies. When the President declares a disaster, FEMA accepts applications from disaster victims for disaster assistance via a toll-free telephone number. FEMA is responsible for the accurate and efficient routing and processing of fluctuating customer calls, where customer service representatives perform the call center supported registration process. In order to meet disaster surge requirements, private sector call center capability is being sought to augment FEMA?s capabilities. This action seeks to establish private sector call centers with an infrastructure that has qualified and trained staff in place to maintain a state of readiness to immediately begin accepting applications from disaster victims for disaster assistance via the toll-free telephone number. The contractor shall provide a turnkey service of telephone representatives, equipment and technology systems and facilities that are compatible and effective in this environment. FEMA requires contractor support to provide and maintain call center space, telephone equipment, technology infrastructure, and resources necessary to provide effective and efficient call center services during high and/or low Registration Intake (RI) activities which may be as high as 158,000 or more calls per day and/or as low as 6000 or less calls per day. All contractor facilities and customer service representatives must be located in the United States, its Territories and/or Possessions. FEMA intends to issues a single or multiple, Performance Based, Indefinite Delivery Indefinite Quantity (IDIQ) type contract(s). This procurement is Full and Open Competition and the award will be based on best-value to the Government. The estimated award will be September 27, 2007, for a base period of twelve (12) months and potentially four (4) one year options. The Request for Proposal (RFP) and any amendments will be available through the General Services Administration (GSA) Federal Business Opportunities (FBO) web site at www.fedbizopps.gov. Prospective offerors are responsible for downloading the RFP and all attachments, if applicable. It is the responsibility of the offeror to monitor the FedBizOps web page for release of the solicitation and any amendments. The RFP should be available for downloading within fifteen (15) days following publication of this announcement. Potential offerors that do not have the capability to download from FedBizOps, may request, in writing, a copy of the solicitation, including any attachments, and amendments. Potential offerors making this request must submit in writing an adequate justification for not obtaining the solicitation via the Internet. Telephone request will not be honored. Offerors are cautioned to include Solicitation Number HSFEHQ-07-R-0042 on all documentation submitted in response to this requirement. Written technical and business proposals will be required approximately 30 days following the RFP issue date.
