- The National Park Service (NPS) is requesting a proposal for a Phase II Environmental Site Assessment (ESA) for eleven former hunting lodge sites (residential type use). The Phase II ESA is for the In-Holdings Properties the NPS maintains on Assateague Island. NPS has in their possession a complete Phase I ESA document that was created in February 2006, which identifies areas of concern for each of the properties. The Phase II Assessment must comply with the requirements for assessing petroleum releases, toxic heavy metals, asbestos containing materials (ACM), and any other potentially toxic or harming substance as established within the State of Maryland Environmental Regulation(s). The appropriate number and type of samples should be used to adequately characterize the subject property. It should be noted that all applicable EPA analytical methods required by MDE regulation must be utilized in the evaluation of the properties. The Contractor will upon completion of the Phase II ESA proceed to develop, or have developed, a list of remedial goals in order to formulate a proper corrective action plan (CAP) Contractor shall quantify and qualify all material to be removed or disposed of as required by MDE regulation. Contractor shall provide an estimate for complete remediation, identifying and costing each of the items as listed in above (not a lump sum estimate), including any additional required testing or monitoring for classification as a clean site. Upon completion of the CAP the NPS shall have the complete right and privilege, at NPS discretion, to remove any and/or all structures without any harm, pollution or contamination to the environment.
