Description
DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 7H57-D6-0053 and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This procurement is a 100% Small Business set-aside IAW FAR 19.502-2(a). The NAICS code is 517212, Cellular and Other Wireless Telecommunications, and the size standard is 1,500 employees. A firm fixed price contract will be established for the requirement of a portable cellular system, Global System for Mobile communications network subsystem (GSM) both in stand alone mode and with Type 1 Encryption Call for reach back capabilities, minimum three year warranty to include any software support and upgrades for SOCSOUTH, Homestead ARB, Florida. This system is to provide secure voice capabilities in areas where the second frequency will be used by secure GSM phones, providing secure communication. THE FOLLOWING COMMERCIAL ITEMS ARE REQUESTED IN THIS SOLICITATION: Central Equipment: GSM Network Switch (Qty: 1); Central Equipment: IWF Support Type 1 Encryption Calls (Qty: 1); Central Equipment Support Service: Three year warranty to include software support and upgrades (Qty: 1); Remote Equipment: AM Remote Gateway System (Qty: 2); Remote Equipment: Local Switching Software Suite(Qty: 2); Remote Equipment: Portable 15 Foot Mast Kit (Qty: 2); Remote Equipment Support Service: Three year warranty to include software support and upgrades (Qty: 1) This is a brand name or equal requirement. Or equal submissions must meet the following salient characteristics. All submissions that fall within the competitive range and have not been previously tested, must provide a sample to be tested/evaluated in a field type environment during a site visit. A formal date for a site visit to conduct testing is to be determined and will be announced at a later date. In the event a particular system has already been tested by the requiring activity, a second site visit is not necessary. ITEMS THAT HAVE BEEN TESTED & MEET TESTING REQUIREMENTS The following equipment/systems have been tested and do not require a second site visit: Telecommunication Systems, Inc. SwiftLink 5100 Series; Altobridge Nano BTS: GSM Network Switch, IWF Support Type 1 Encryption Calls, AM Remote Gateway System, Local Switching Software Suite, Portable 15 foot Mast Kit SALIENT CHARACTERISTICS: 1) Provide two lightweight portable units intended for rapid deployment in the field which will support stand-alone cellular phone calls between users that are located within range of this unit. This unit shall have the option to be connected to a portable mast system in order to increase the coverage range. Additionally, this unit must be capable of interfacing into an IP based satellite system provided by SOCSOUTH enabling reach back capability to a central GSM network switching system that is capable of supporting Type 1 Encryption Calls with the General Dynamic SecteraTM Mobile Station. The GSM unit must also be supplied with the portable units to ensure a complete end-to-end communication is supplied and supported. The portable units must be lightweight, weigh less than 50 lbs each (one person carry), and be expected to function as a stand alone unit in a field type environment. 2) The portable units must be able to support GSM local connections (mobile to mobile calling) with phones that are located within range of the unit without requiring connection back to a central GSM network. 3) The portable units must contain their own antenna unit for immediate operation (deployment time of 10 minutes or less) either with reach back connection or on a local basis. 4) The portable units must have the option to be connected to a low profile antenna and mast unit that can extend the coverage range of the portable unit when needed. 5) A central GSM network switching system must be supplied that supports Type 1 Encryption Calls. This system must have the capability to operate on a stand-alone basis with the portable units, be able operate as a private GSM network and have the ability to add and or delete users in the GSM switching database. 6) The GSM unit and the portable units must be able to be interconnected and communicate via an SHF satcom system. 7) The GSM unit and the portable units must be able to be interconnected and communicate via an Inmarsat GAN operating with switched 64kb/s ISDN service. 8) The GSM unit and the portable units must be able to be interconnected and communicate via an Inmarsat BGAN satcom system operating with either a 64kb/s streaming IP service or a switched 64kb/s ISDN service. 9) For privacy and efficient needs, the system, when connected to the SOCSOUTH IP satcom system back to the central GSM switch, must only require IP satellite bandwidth when the GSM cellular calls are in progress. Satellite bandwidth must not be used when the GSM phones are logged on to the portable unit when no calls are in progress. 10) The system must be capable of supporting GSM 1800Mhz or 1900Mhz frequencies. The system must support standard GSM cellular phones as well as the General Dynamic SecteraTM GSM phones. Support of either GSM 900Mhz or 850Mhz frequencies is optional. 11) The system must include all software, licenses and any necessary sustaining support for 3 years after delivery. The Government will award a contract based on: Technically acceptable, lowest price. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
