- Description: Notice on Intent to award sole source procurement. The Government intends to issue a sole source purchase order for the Congressional Quarterly?s Washington Alert to Congressional Quarterly, Inc, 1414 22nd Street, NW, 2nd Floor, Washington, DC, 20037. The subscription provides Congressional budget information, verbatim Congressional hearing transcripts and real time written statements. Service will provide subject indexing of all Congressional bills; full text of bills in scanned and printed versions; bill digest and abstracts prepared by Congressional Quarterly, Inc; daily status of pending bills; legislative history of bills introduce since 1983; on-line Congressional Record, committee report, scheduled floor and committee votes; profiles and biographies of all Congressional members; and full text of all witness statements submitted to Congressional committees. The transcript service will provide verbatim transcripts of selected House and Senate committee hearings, news and background briefings, speeches, press conferences and interviews, and televised news and interview programs. These services are required by USSTRATCOM for quick access to congressional issues, testimony, and news events. The 55th Contracting Squadron intends to award a purchase order by other than full and open competition in accordance with Subpart 6.301-1 (a)(2)(ii). Only one responsible source and no other supplies or service s will satisfy agency requirements. This notice is not a request for competitive proposals. A determination to not compete this proposed procurement was made because Congressional Quarterly CQ.com On congress provide all services required by USSTRATCOM. Their proprietary rights preclude full and open competition.
