- This modification is issued to advise prospective offerors of the following: (1) The Sources Sought Notice that closed on May 10, 2007 revealed insufficient number of sources to set this requirement aside for Service-Disabled Veteran-Owned Small Business concerns; therefore the requirement remains as a 100% Total Small Business Set-Aside. (2) As de-noted below, the Security Requirements with Section 4 of the Performance Work Statement (PWS) is hereby changed as follows: "All personnel employed by the contractor whether working at the facility or not are subject to meeting any security requirements set forth by the USMS, and other applicable federal rules and regulations. Contractor personnel having access to a DOJ/USMS facility for six months or longer and who require ?unescorted access? will be subject to identity proofing working & other provisions of stipulated within Attachment 2; Homeland Security Presidential Directive 12 (HSP-12), Long-Term Contractor Personnel. Contractors must undergo the minimum of an Office of Personnel Management (OPM) National Agency Check with Inquiries (NACI) investigation & a credit check or other type of investigation as determined by the USMS. Contract personnel working under this contract will occupy ?Moderate Risk, Public Trust? positions & work under this contract is SENSITIVE, BUT UNCLASSIFIED (SBU). The identification documents referenced in Section III ? E, Attachment 2, Notice of Contractor Personnel Security Requirements is an I-9 & USMS 394 form. This identity proofing must be completed during the hiring process, but prior to a conditional or final suitability approval. The contractor shall not hire non U.S. citizens to work under this PWS. If a requirement arises that necessitates the hiring of a non U.S. citizen, approval must be first obtained from the Contracting Officer &/or the USMS Personnel Security Branch. The contractor is responsible for pre-screening prospective employees for suitability for work on this contract & for assuring that all such persons have submitted the required forms in connection with a Government performed suitability investigation PRIOR to work on this contract. Submission of Security Documents; forms include but, are not limited to: ? Standard Form 85P (Questionnaire for a Public Trust Position) electronic version using the OPM e-QIP system. ? A Department of Justice form 555, Credit Check Authorization. ? Fingerprint cards version FD 258 (2 cards). The contractor is responsible for providing the Contracting Officer &/or the Contracting Officer?s Technical Representative (COTR), the full name, social security number, date of birth or city & country of birth; if foreign born & e-mail address for each candidate for employment under this contract a minimum of 60 days before the contractor plans to assign the employee to work on a delivery under this contract. The Contracting Officer or COTR will then immediately provide this information to the USMS Personnel Security Branch. The notification is to be made utilizing the following site: www.Psb-Contractor@usdoj.gov. The Personnel Security Branch will then create an on-line account for the prospective contract employee and transmit instructions via e-mail to that person regarding the completion of the security forms. The USMS Personnel Security Branch will notify the Contracting Officer/COTR of the background investigation results & either issue an Approval or Disapproval Memorandum. Of important note is that a badge may be issued following approval of the waiver requirements outlined in the Notice of Contractor Personnel Security Requirements, Attachment 2, Section III ? E., d. 1)-5) for this sensitivity level designated ?Moderate Risk, Public Trust? position. All employees working at the facility shall be issued USMS building card keys & any pass, security cards required by the Oklahoma City Airport Trust (OCAT)." (3) All other solicitation requirements remain the same. Any further changes will be communicated through a modification to the solicitation. (4) The site visit for subject requirement is hereby re-established as Wednesday, 05/23/2007 at 10:30 A.M., CDT, at the USMS Hangar facility 5900 Air Cargo Road, Oklahoma City, Oklahoma. For planning purposes, interested sources are requested to advise of their expected attendance NLT close of business, Monday 05/21/2007. (5) The closing date for the RFQ is hereby re-established as Tuesday, 06/05/2007 at 4:00 P.M., CDT.
