Description
In accordance with FAR subpart 13.106(b) the Centers for Disease Control and Prevention (CDC) intends to issue a sole source purchase order to John Hopkins Cameroon Program (JHCP) located in Yaound?, Cameroon, in the amount of $70,311.00 to collect, process, and ship 2,500 blood samples from persons exposed to animals in Cameroon through enrollment in CDC protocol P1200, Voluntary Study of Zoonotics Infections Among Persons Exposed to Wild Animals. CDC believes that JHCP is the only established laboratory in Central Africa that can perform this type of study because they have specific knowledge of the study and data and the location of the villages where person with novel human retroviruses were previously identified. SCOPE OF WORK: Fresh whole blood samples will be collected from persons bi-annually from participants in four rural villages. Consenting participants will have 32mls of blood drawn to test for antibodies to zoonotics inections. Blood samples will be centrifuged and separated into plasma and lymphocytes or sometimes buffy coats. The plasma and lymphocytes will then be divided into multiple aliquots at the participating facility where one will be labeled and shipped to the CDC investigators for testing. Interested parties who feel that they possess the capabilities to provide this service described above should submit a capabilities statement demonstrating their abilities to provide the service. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract based upon responses to this notice is solely within discretion of the government.
