Description
The Uniformed Services University of the Health Sciences (USUHS) has a requirement to rewrite the Safety Analysis Report (SAR) for the re-licensing of the Armed Forces Radiobiological Research Institute (AFRRI) TRIGA Mark F Reactor utilizing the authority of FAR Part 15, Contracting by Negotiation. The SAR must include all information required by NUREG-1537 (Part 1). The current SAR cannot be issued to the public but will be available for viewing during a scheduled site visit at AFRRI. The information required by the awardee includes and is not limited to: compliance with NWPA of 1982; risk from industrial and other facilities; air traffic; earthquake potential, ground motion, liquefaction potential; structures, systems, and components and their design for protection against internal and external hazards; fire protection; independent review and audit programs; report and record requirements; and quality assurance program. Additionally, the awardee shall complete information required by NUREG-1537 (Part 1) that is not sufficiently present in the current SAR including but not limited to: instrumentation and control including design criteria, design basis requirements, and performance analysis; compliance of digital systems to American National Standards Institute (ANSI)/ANS 15.15 and 15.20 standards; experiment review to fully adhere to RG 2.4; radiation protection program; and maximum hypothetical accident. Correct editorial omissions and reformat SAR to NUREG-1537 format. The awardee shall review all dosimetric calculations. The awardee shall provide ongoing Nuclear Regulatory Commission (NRC) required revisions until the NRC accepts the SAR and shall include any associated supporting documentation for the re-licensing of the AFRRI TRIGA reactor. Due to safeguard considerations the awardee must be a United States citizen and possess a positively adjudicated background check for all personnel participating in the project.
