Description
The U.S. Geological Survey is conducting a two year study of water quality and biological habitat in several bayous in southeast Texas. Standard benthic macroinvertebrate samples will be collected from snags in 4 non-tidal streams and from bed sediment in 5 sites on Highland and Marchand Bayous which are tidally influenced. At these sites the USGS will use the Texas Commission of Environmental quality's tidal stream benthic macroinvertebrate assessment protocols, which require multiple samples at each site. Requirements for the tidal aspects include: 1) total sort on each sample, 2) identification to the lowest taxonomic level (i.e., genus/species) of all organisms where possible, including midges and worms, 3) sorting QA on all samples to ensure 90% sorting effectiveness, 4) synoptic reference collection checked by second taxonomist, data, including taxa lists, counts, and 5) summary metrics provided electronically. Requirement for the non-tidal aspect include: 1) 200 count sub-sample, 2) identification to the lowest taxonomic level (i.e., genus/species) of all organisms where possible, including midges and worms, 3) sorting QA on all samples to ensure 90% sorting effectiveness, 4) synoptic reference collection checked by second taxonomist, data, including taxa lists, counts, and 5) summary metrics provided electronically. This study mimics previous bayou studies that the USGS has completed in cooperation with the Houston-Galveston Area Council (H-GAC) and the Texas Commission on Environmental Quality, which previous studies have used EcoAnalyst Inc. Therefore, continuity of analytical source is critical for the historical comparison and interpretations of the data collected during previous studies and the current studies. This contract shall be for a base year of twelve months, plus one twelve month option. Based on information available at this time, and in accordance with 41 U.S.C. 253(c) (1), implemented by FAR 6.302-1, the Government considers the services specified as a sole source from: EcoAnalyst Inc. and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required item or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement.
