- Description
- This competitive acquisition is 100% set-aside for Service-Disabled Veteran-Owned Small Business. The contractor shall perform base grounds maintenance to present a clean, neat and professional appearance at Pope Air Force Base, North Carolina in accordance with all applicable laws, regulations, standards, instructions, and commercial practices. The contractor will be required to provide grounds maintenance services to approximately 491 acres. Tasks include but are not limited to the following: include mowing grass, edging and trimming grass, removing grass trimmings from paved areas, aerating lawn areas, pest control, applying pesticides to lawn and landscape areas, maintaining plants, shrubs, and flowers, performing seasonal planting of plants and flowers, removing leaves, applying mulch, pruning trees, removing grass from cracks in sidewalks and pavements, and litter control. This requirement will result in a Firm-Fixed price contract, with a base year 1 October 2007 through 30 September 2008 and four option years. The North American Industry Classification System (NAICS) is 561730 with a small business and the size standard of $6.5 Million applies. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the best value to the Government. It is anticipated the solicitation will be issued electronically on or about 12 June 2007 on Federal Business Opportunities web page at http://www.fedbizopps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent on the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective offerors must have a Commercial and Government Entity (CAGE) Code and registered with Central Contractor Registration (CCR) at http://www.ccr.gov. The contractor shall be registered in the Online Representations and Certifications Application? ORCA? At http://orca.bpn.gov/. In order to be eligible for award Service -Disabled Veteran-Owned Small Business status must be current in the Dynamic Small Business Search available through the CCR website. All firms submitting a proposal must include a SDVOSB certification letter. Registration with the CCR may be accomplished using their website or by calling (888) 227-2423. CLAUSES INCORPORATED BY REFERENCE 52.232-18 AVAILABILITY OF FUNDS (APR 1984) CLAUSES INCORPORATED BY FULL TEXT 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
