Description
The Department of the Air Force, Space and Missile System Center (SMC) intends to issue a sole source contract to analyze the data and operational utility of RADARSAT-2 which is scheduled to launch in August 2007. The proposed contract will be a study of RADARSAT-2 data for addressing warfighter and intelligence needs for Terrain Elevation and SAR Imagery data. This contract is valued at approximately $10,000,000.00. This task requires access to and use of the RADARSAT-2 satellite which is scheduled to launch soon and replace the existing RADARSAT-1 which the United States Government has relied on for the past 12 years. MacDonald, Dettwiler and Associates Ltd. (MDA) is the developer and owner of the RADARSAT-2 satellite. The reason for conducting this study is to gather and extrapolate data from RADARSAT-2 and study user requirements in order to assess the benefit provided if MDA launches a clone satellite in close formation with RADARSAT-2 to include a topographic mission. This type of tandem mission which has neither been built nor funded, could potentially provide an end-to-end solution for rapidly and securely developing an extremely high resolution topographic map of the earth's surface. This study will support analysis of the uses and applications of such data to meet the US Government and warfighter needs. The United States Government is the largest customer of RADRARSAT-1, the predecessor to RADARSAT-2, which has been in orbit for twelve years. Once RADARSAT-2 is launched RADARSAT-1 will be retired. This study will provide the US Government the opportunity to leverage and access data from the fully funded RADARSAT-2 satellite. Any persons or companies interested in this notice are to respond to the requirements and submit their capabilities and qualifications statement to the Technical Focal Point (LtCol Lawrence Halbach, SMC, (310) 426-8759, Lawrence.Halbach@losangeles.af.mil, or Erin Orthmeyer, SMC/XR, (310) 653-9777, Erin.Orthmeyer@losangeles.af.mil ). The capabilities statement should explain why the person or company believes a sole source is invalid. Responses from small business and small, disadvantaged business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. The capability and qualifications statement will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed effort on a full and open competition basis based upon responses to this notice is solely within the discretion of the Government.
