- The Air Force Research Laboratory Munitions Directorate intends to award a sole source contract to Noninvasive Medical Technologies Inc., 6412 S. Arville St., Las Vegas NV, 89118, for the development and testing of an electronic, net-centric casualty tag system for use by Special Operations Forces (SOF). These tags and their associated devices must be able to assist the on-scene care giver or rescue personnel in conducting basic triage of multiple casualties in a combat situation. The system is envisioned as multiple smart tags that when activated by a casualty or an aid giver, can measure, store and communicate in real-time basic measures of casualty status to other (one or more) devices carried by medical or recovery personnel. This status information must include, as a minimum, measurements of heart rate, respiratory rate, and cardiac output, which must be ascertained real-time, and employ an automated casualty severity status prioritization methodology for situations when multiple tags have been activated, so that the system supports decision-making by personnel with a range of medical experience, from basic to advanced. The tags must be able to generate their health status information in an entirely non-invasive manner and must not require direct skin contact with the monitored individual by any component of the system and must still be able to perform all functions through typical battlefield clothing. The part of the system carried by medical or recovery personnel must also be able to provide location cues that, combined with the casualty status information, can help them prioritize and find casualties on the battlefield even when obscured by terrain, vegetation or other visual barriers. This system component must be able to store received information and be compatible with communications systems carried by the SOF over which it can relay the stored information. In particular, the device must be compatible with the Special Operations Forces Tactical Network (SOFTNet). Since medical information will be transmitted over communications channels, the Air Force also requires that the system comply with the Health Insurance Portability and Accountability Act (HIPAA). The Air force also requires that the tags be usable as a status reporting system for non-wounded team members. In this capacity, the tags need the ability to adapt to individual?s physiological base lines and based on these baselines, transmit the wearer?s current status information to the collection system to support improved team tactical resource management. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may submit statements of capability (SOC). An Ombudsman has been appointed to address concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
