- Description: This is a solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes a Request for Quotation; proposals are being requested. Solicitation number F3HSK17072A503 is issued as a request for quotation. Quotes must be good for 90 days. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. This procurement is set aside 100% for small business. The North American Industry Classification System (NAICS) code is 334512. The business size standard is 500 employees. This is a Brand Name acquisition to modify Automated Logic Corporation?s, WebCTRL software and install compatible hardware. This is to upgrade the WebCTRL monitoring system in STRATCOM. Nature and/or description of the action being approved (FAR 6.303 2(a)(2)). Because of the standardization issues related to the compatibility of various hardware components such as drivers and associated software packages already procured for the existing system, the above hardware, software, and support, are the only systems capable of providing the necessary configuration. Due to propietary rights this precludes access to full technical data, specifications, engineering descriptions, and statement of work or purchase descriptions suitable for full and open competition. Supplies or services required to meet the Agency needs (including estimated value) (FAR 6.303 2(a)(3)) The contract type will be firm, fixed price. The above software / hardware system was designed and installed by this Contractor. This Contractor also designed and installed the legacy system this contract is upgrading. The proposed contractor's unique qualifications require use of the authority cited above (FAR 6.303 2(a)(5)) Offutt AFB intends to issue a Request for Quotation (RFQ) for the following services STATEMENT OF WORK Scope: The work covered by this statement of work includes the furnishing of labor, materials and equipment in performing all operations in connections with the installation of upgrade WebCTRL located in USSTRATCOM, Bldg 500. 1) This contract will upgrade the WebCTRL facility monitoring system in Building 500 BG-Wing and 1J-Wing. The Government will provide the network connections for the new WebCTRL hardware. 2) Demo the existing Site Scan facility monitoring system in BG and 1J. Existing Site Scan wire and/or conduit may be reused where practical for WebCTRL. Remove all Site Scan wire and conduit not reused for the new system. 3) Provide native WebCTRL monitoring for BG-Wing. Monitor the TraceTek water detection system, two steam generators, six Liebert power distribution units (PDU) and two Liebert computer room air conditioning (CRAC) units. Reconnect seven temperature and seven humidity sensors. Provide three new combination temperature/humidity sensors for BG12, BG14 and BG16. 4) Provide native WebCTRL monitoring for 1J-Wing. Monitor the TraceTek water detection system and three Liebert CRAC units. Reconnect seven temperature and four humidity sensors. 5) Provide new WebCTRL graphical user interfaces for BG-Wing and 1J-Wing with a look and feel similar to existing screens for Building 522. Provide a floor plan graphic displaying room temperature, humidity, steam generator status, and the TraceTek rope path. Provide links on the floor plan graphic to separate graphics for each CRAC and PDU. Disposal of Material: All other material resulting from the work accomplished under this statement of work will be disposed of by the contractor outside the confines of Offutt AFB, NE.
