Description
This notice is for information and planning purposes only. This is not a request for proposal and does not commit the government to award a contract now or in the future. No solicitation is available at this time. Based on capability statements received in response to this sources sought announcement this acquisition may be solicited as a 100% small business set-aside. All small business organizations (SB, SDB, WOSB, HUBZONE, VOSB, and SDVOSB) are encouraged to respond to this notice. Small business organizations must have their size status certified by the small business administration. All small businesses are encouraged to respond. The NAICS code is 541710 with a size standard of 500 employees. </br> The NIAID Division of Microbiology and Infectious Diseases (DMID) supports a comprehensive extramural research program focused on the prevention and control of diseases caused by virtually all infectious agents (with the exception of the Human Immunodeficiency Virus). NIAID is now launching a five-year initiative to establish large-scale NIAID Clinical Proteomics Centers for Infectious Diseases and Biodefense. The objective of the Clinical Proteomics Centers for Infectious Diseases and Biodefense is discovery, qualification, and verification of candidate pathogen and host protein biomarkers using proteomic technologies for infectious diseases with a focus on NIAID Category A-C biodefense pathogens and emerging/re-emerging infectious disease pathogens. </br> The Microbiology and Infectious Diseases Research Contracts Branch - A of the Office of Acquisitions of the Division of Extramural Activities (DEA), NIAID is seeking capability statements from small business organizations with the technical expertise and facilities to support the NIAID Clinical Proteomics Centers for Infectious Disease and Biodefense, which will encompass: CLINICAL PROTEOMICS FACILITIES AND SCIENTIFIC/TECHNICAL TEAM: Provide an established, high throughput, state-of-the art proteomics facilities and the equipment, methodology, and technologies required for discovery, qualification, and verification of candidate protein biomarkers to be made publicly available to the scientific community. SOURCE OF CLINICAL SAMPLES: Ensure a sustained source of well-characterized human clinical samples for clinical proteomics research projects to be conducted by the Center. Ensure that all clinical studies undertaken to collect samples, including those conducted by collaborators, are conducted in accordance with all Federal regulations and requirements. CLINICAL PROTEOMICS RESEARCH PROJECTS FOR IDENTIFYING CANDIDATE BIOMARKERS: The Contractor and the scientific community shall propose clinical proteomics research projects for the discovery, qualification, and verification of a candidate biomarker of relevance for the diagnosis, treatment or prevention of diseases caused by organisms in the NIAID Category A-C priority pathogens list (http://www3.niaid.nih.gov/biodefense/bandc_priority.htm) or emerging/re-emerging infectious diseases. OUTREACH: Promote awareness of the clinical proteomics services provided to the broad scientific community through electronic and print media, through posters and oral presentations at scientific meetings, symposia and workshops, brochures or advertisement in relevant scientific journals. CLINICAL PROTEOMICS RESEARCH PROJECT PLANS: Work with members of the broad scientific community to develop Project Plans for clinical proteomics research projects to be undertaken by the Center. SCIENTIFIC WORKING GROUP (SWG): Establish a Scientific Working Group (SWG) in conjunction with the Project Officer, composed of approximately 7 investigators drawn from academia, government, and industry. DISCOVERY, QUALIFICATION, AND VERIFICATION, OF CANDIDATE BIOMARKERS: Conduct clinical proteomics research projects to discover, qualify and verify, protein biomarkers using high-throughput proteomic and genomic technologies and platforms. INFORMATION TECHNOLOGY AND DATA MANAGEMENT SYSTEMS: Provide and maintain a secure, internal IT system architecture and computational infrastructure to support the data management, data analysis and other computational needs of the Center. INFORMATION DISSEMINATION AND PROVISION OF CONTRACT-GENERATED RESOURCES: Develop a plan to share resource generated under this contract to the scientific community. PROJECT PLANNING, INITIATION, AND MANAGEMENT: Provide the technical and administrative infrastructure needed to ensure the efficient planning, initiation, implementation and management of all activities carried out under this contract. SAFETY OF RESEARCH FACILITIES: Provide safe facilities and resources and conduct work in accordance with the Biosafety in Biomedical and Microbiological Laboratories guidelines, Centers for Disease Control and Prevention and the National Institutes of Health, fifth edition. </br> The Government anticipates multiple awards. It is anticipated that the duration of the contract will be a maximum five (5) years; however, the length of time for which funds is requested should be consistent with the nature and complexity of the proposed research. Capability statements submitted as a result of this announcement should demonstrate the offeror's qualifications and experience, specifically providing evidence as to their capability to perform this requirement. Any proprietary information should be so marked. Interested Small Business organizations should submit their capability statement addressing the areas cited above. Submitted capability statements should include the following: (1) Name of vendor; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Experience in providing clinical proteomics; and (5) Business size and classification (small, large, small-disadvantaged, certified 8(a), HUBZone, woman-owned, service-disabled veteran, Native American, etc.) Businesses should submit an electronic copy of the requested information to Contract Specialist Robert Singman at rs485j@nih.gov no later than May 24, 2007, 4:00 p.m. If submitting a paper copy, please submit two (2) copies.
