Description
THIS SOLICITATION HAS BEEN POSTED TO THE NAVAIR WEBSITE. PLEASE VISIT WWW.NAVAIR.NAVY.MIL FOR DETAILS!! The Naval Air Systems Command (NAVAIR) Lakehurst, NJ intends to procure a Commercial off the shelf (COTS), transportable, modular wire analyzer suitable for use at U.S. Navy Intermediate-level and U.S. Air Force Intermediate- and Organizational-level aviation maintenance facilities. The nomenclature for the wire analyzer is currently the Automated Wire Test Set (AWTS). The Government requires the AWTS to detect and locate faults in aircraft wiring cable assemblies and harnesses, including such faults as opens and shorts, degraded signal paths, and insulation degradation on various wire types such as insulated stranded and solid conductors, dual and tri-twisted shielded and unshielded wires, and co- and tri-axial cables. The AWTS must be transportable, modular, flexible, and employ an intuitive graphical user interface that facilitates familiarity with the system and ease of use. The AWTS will be procured as a small business set-aside. Award will be based upon best value evaluation criteria and be granted to the small business offeror whose proposal is determined to be most beneficial to the Government. Prior to contract award, the Government intends to select a minimum of two AWTS proposals and conduct an Operational and Maintenance Demonstration (OMD) of each offerors design. The OMD shall demonstrate to the Government the capabilities of the proposed AWTS designs. A four-year Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated. The base requirement will consist of four (4) pre-production units required for technical evaluation and data deliverables. Delivery of the four (4) pre-production AWTS units will be no later than six months after contract award. The contract will provide for step-ladder quantity pricing and ordering of up to 350 production units. Delivery shall be f.o.b. destination to Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ.
