- History and Background The Chief Army Reserve (CAR) has appointed a committee to gather information and benchmark on employer outreach, health and medical insurance and benefits. There is currently a great deal of Soldier-related legislation that is either proposed or pending approval by both the House and the Senate. This legislation may impact the future of how we treat Soldiers (and their families) with regard to health plans, medical coverage and benefits. See enclosure one for more information entitled FY07 Introduced Bills with DoD Input. The government is looking for input from the civilian community in order to find out where the Army Reserve is in comparison to other ma jor employers in the US. This is his benchmarking goal. American businesses employ Army Reserve Soldiers. Because of this duality of employment, the Soldier is a shared asset. The Soldier is an asset to American businesses and also an asset to the Army Reserve. Health, medical insurance and benefits are item s that some of our Army Reserve Soldiers have in their civilian jobs. However, some Soldiers have no medical insurance or benefits in their civilian employment. There is currently a significant amount of proposed and pending legislation that calls for health/medical insurance and benefits to be given to Army Reserve Soldiers. In order to prepare for such a potential benefit (of this cost and magnitude) the CAR ne eds information from the civilian community on what is out there for his Soldiers who have civilian employment that has, as a condition of employment, health/medical coverage and benefits. Soldiers who have no insurance or benefits in their civilian job s are at risk for not being able to take care of their own health. An estimated 20% - 40% of Soldiers could be in the category (of having no health/medical insurance or benefits as part of their civilian jobs). Success is essential to employers and the USAR, the Army Reserve and the health / medical insurance and benefit industries need to identify information that will enable us to benefit our Soldiers. The Army Reserve Soldier may not have health/medical insur ance as part of his or her civilian employment. Unless such a Soldier is on Annual Training orders or mobilized, that individual must pay for the cost of his or her own health/medical needs without the benefit of help from the Army. Responses to this RFI should include the following information: What is the value added of providing health insurance to your customers; To individual employees; To the organizations for which these employees work; What is the cost savings to the organizat ions that use your health insurance coverage in terms of not offering health insurance? In other words, why offer health insurance to your customers?; Is there a cost savings to the organizations for whom they work?; Is there a health improvement as a res ult of having health insurance programs; Do companies (for whom you provide health insurance and health insurance programs) save any dollars?; What defines a really good benefit plan or gold standard health insurance program (in terms of benefit design , disease management programs, coordination of benefits with dual coverage and wellness programs);Based on a specific demographic, how have you tailored your health and benefit programs to meet the needs of these customers?; What are the costs of premiums for specific customer groups with an estimated population of 200,000 members and additional dependents?; How do you manage the costs of your health insurance coverage?; Include provider networks and accessibility in the document.; How do you meet the needs of a specific group?; A plan that meets the needs of a specific health insurance to a specific group.; Process they may have used to design a health insurance plan to a specific group.; How your organization has handled dual coverage.; Ask companies to id entify the best possible health or medical insurance and benefits (in the industry). This is market research or benchmarking. We currently dont know the gold standard. Please identify benefits that are provided to employees as part of their civilian employment. What are the costs for the following bene fits: Group Auto and Homeowners Insurance; Group Legal Insurance; Long Term Care Insurance; Group Universal Life Insurance. Please add any additional information that you believe will be helpful in our analysis. The government does not want any company to invest in time or labor to give us this information, but we are interested in finding out the answers to these questions as part of our benchmarking effort.
