- Description
- The U.S. Department of State intends to award a noncompetitive purchase order to GTSI, using commercial item, simplified acquisition procedures authorized by FAR Parts 12 and 13 based on the firm's unique capabilities for inventory management and implementation of coordinated SmartNet maintenance agreements for CISCO VoIP telephone and related equipment previously provided to the Government of Mexico during the transition/merger of elements of two different offices of the Government of Mexico. The contractor will be required to work in Mexico City in the Spanish language performing services including all required labor, personnel, management, oversight, and materials to complete the basic project objective. The work will involve performing a complete equipment inventory audit to ensure all necessary components are included, including review of all installed equipment to ensure coverage for both support and software subscriptions. This will require validation of Cisco equipment previously purchased by the U.S. Government, inventorying of equipment purchased directly by the Government of Mexico, and cross checking with the Government of Mexico engineers to resolve discrepancies. The contractor will provide all required CISCO SMARTnet coverage, taking into account existing SMARTnet coverage so as to arrange a single anniversary renewal date for future coverage. The contractor must provide documentation on purchase and contact information to Government of Mexico information technology engineers. On-site services in Mexico City are required, to include validation of the inventory of Cisco existing products. Also required are regular meetings with the Government of Mexico, in conjunction with local manufacturer representatives, in Mexico City conducted in Spanish regarding the resolution of inventory discrepancies and training for the Government of Mexico engineers on how to effectively use the services available. The project is to be completed over a period of two working weeks. Maintenance for all equipment is to run through April 30, 2008. The contract type will be firm-fixed-price. The Government plans to conduct this acquisition using the authority in FAR 6.302-1. See note 22 with the exception that the time period for receipt of quotations for consideration is 9 days instead of 45 days. Information received by noon (Ft. Lauderdale time) on May 18, 2007, will be considered solely for the purpose of determining whether to change the acquisition strategy.
