Project Manager Aerial Common Sensors (PM ACS) is gathering information regarding the best acquisition approach for integrating Airborne Intelligence, Surveillance, and Reconnaissance (ISR) Systems. THIS ANNOUNCEM ENT IS DUPLICATED ON THE ARMYS INTERACTIVE BUSINESS OPPORTUNITIES (IBOP) LINK https://abop.monmouth.army.mil/ UNDER MARKET RESEARCH (PRE-AWARD). IT IS STRONGLY RECOMMENDED THAT INTESTED PARTIES VIEW THE ANNOUNCEMENT ON THE IBOP FOR EASE OF READING. ANY AMENDMENTS TO, OR FUTURE MESSAGES FOR, THIS ANNOUNCEMENT WILL ONLY BE POSTED TO THE IBOP. Background: The Army has a critical requirement for a worldwide, self-deployable persistent airborne Intelligence, Surveillance and Reconnaissance (ISR) capability that can immediately begin operations when arriving in theater and sustain long-term operations. The AC S will be a manned component of the Armys airborne ISR and Target Acquisition Family-of-Systems (FOS) which includes the Extended Range Multi Purpose (ERMP) Unmanned Aircraft Systems (UAS) and other Army UAS assets, GUARDRAIL Common Sensor (GRCS), Airborn e Reconnaissance Low (ARL), and all relevant Army Fixed Wing and rotary wing RSTA systems that provide actionable information and intelligence to the ground tactical commander. In addition, ACS is the Armys manned component into the Joint ISR network su pporting interoperability with other service manned and unmanned systems to include but not limited to Rivet Joint, U-2, EP-3, Global Hawk, Predator, and the Broad Area Maritime Surveillance (BAMS) system. It will provide the Ground Tactical Commander with timely and precise information of the enemys identification and location on the battlefield. ACS will provide an order of magnitude improvement in the Armys airborne intelligence collection capability by integrating multiple sensors into a single air borne system. The Government is requesting recommendations from industry on acquisition, integration, certification and test approaches that will enable industry to provide the best possible ACS capability to the Warfighter beginning 2013 (assuming an ACS SDD contract i s awarded FY 09). Recommendations on Government/Industry partnering are also requested. In addition, respondents should identify the capabilities, experience, facilities, processes and procedures within their organizations that illustrate their ability to perform the ACS manned aircraft and subsystems integration and the implementation of cooperative operation within the Airborne ISR FOS. The information provided will also be utilized to assess whether commercial items or non-developmental items are available that could meet the Governments requirements utilizing the policies contained in FAR Part 12, Acquisition of Commercial Items.
