Description
FA7000-07-R-0036 replaces FA7000-07-R-0034. Please register for notification using FA7000-07-R-0036 as there will be no further postings under FA7000-07-R-0034. This pre-solicitation notice, for a planned acquisition, is to provide laboratory support services for testing the drinking water on the United States Air Force Academy (USAFA). Base Environmental personnel are responsible for collecting samples on a monthly and quarterly basis as required by the Environmental Protection Agency and the Colorado Department of Public Health and Environment (CDPHE) and shipping/transporting to the supporting lab. All laboratories must be Colorado Department of Public Health and Environment (CDPHE) state certified or must have a Colorado State reciprocity accreditation in hand on the due date for submission of proposals for the following tests: total tryhalomethanes, HAA5, Nitrate, Nitrite, Lead and Copper, Flouride and Volatile organic chemical. This requirement will be awarded as multiple Blanket Purchase Agreements (BPA) with a five (5) year period of performance. The applicable North American Industrial Classification System (NAICS) Code is 541380 with a $11M size standard. Release of Request for Proposal (RFP) on FedBizOps is anticipated on or about 14 May 2007. This acquisition is 100 percent set-aside for Small Business. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
