Description
The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department, Philadelphia Office intends to acquire services to support the Naval Network Warfare Command?s (NETWARCOM) Cyber Asset Reduction and Security Task Force (CARS TF) Program. The CARS TF Program was established with the mission of improving the Navy's Information Technology (IT) security, interoperability, and return on investment by providing complete IT asset discovery and cost visibility, and subsequently, reducing the Navy?s shore-based IT secret and below footprint. This mission will deliver and sustain Navy-wide improvements in cyber-war fighting capabilities including provision of a common, well-defended infrastructure, maintenance of a standard, secure network configuration, delivery of enterprise security solutions, and development of transparency of IT infrastructure, expenditures, and operational capabilities. In support of this NETWARCOM CARS TF mission, a contractor is required to provide system and processing service expertise in the areas of: a) project management; b) configuration and asset discovery; c) system architect; d) application inclusion; and e) capacity and availability as it applies to the Navy and Marine Corps Internet (NMCI). Place of performance is the NETWARCOM Headquarters, Norfolk, VA and field locations throughout the Navy, as required. Travel may be required in support of this requirement. A minimum Secret Clearance will be required. A single Cost Plus Fixed Fee (CPFF) Indefinite Delivery, Indefinite Quantity (IDIQ) type contract is anticipated to be issued on a full and open competitive basis. The solicitation will be for a base period of performance beginning 01OCT07 through 30SEP08 with three (3) one-year renewal option periods. The applicable NAICS Code is 541513 and the Service Code is D399. See Numbered Note 26. It is anticipated that a draft solicitation will be posted at the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) on 08MAY07. The Request for Proposal (RFP) for this requirement will be released to NECO on or after 18MAY07, with the closing date for the receipt of offers to be set forth in the RFP. A hard copy of the solicitation will not be made available. Offerors shall be required to submit both technical and cost proposals. The Navy?s evaluation of proposals will consider the offeror?s technical proposal more important than the offeror?s cost proposal. All responsible sources may submit a proposal which shall be considered by the Government. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions. Further, offerors are required to go on-line to the Business Partner Network at http://orca.bpn.gov to complete their Online Representation s and Certifications Application (ORCA) prior to submittal of a proposal.
