- This project will engage an Architect Engineering firm to provide Contract Drawings, Specifications, Construction Cost Estimate, Engineering Calculations, and subsequent Construction Period Services for the above referenced project, specifically to involve: Ten (10) initiatives to mitigate HVAC issues at the Thomas E. Creek VA Medical center, including: Replacement of AHU 19 and 32 located in the Building 4, 1st floor mechanical room with a single unit with enough capacity to handle the entire HVAC load of the 1st floor area. Work will include replacement of all ductwork and controls and installation of a new return duct system (not present in the existing system). The new unit will require new chilled water and steam preheat coils. Each air supply vent will have manual adjusting dampers installed to control air flow. All existing air handler isolation and control valves will be replaced. All isolation valves will be brass ball type. All controls will be electronically activated and compatible with the existing Energy Management and Control System Replacement of all supply and return heating water piping, valves, y-strainers, circuit setters, gauges, and fittings for the entire Building 4 HVAC system. All replacement piping will be copper with brass fittings. All isolation valves will be brass ball-type. All existing control valves and sensors are to remain. This work must be scheduled during the cooling season as the buildings heating system will have to be shut down. Replacement of the hot water pre-heat coils on the existing Trane AHU unit in the Emergency Radiation and Treatment Facility (Operating Rooms) in Building 29 with steam pre-heat coils. This work will involve isolating the hot water heating coil in the AHU, removal of the coil, capping of the existing heating water piping and valves and installation of a new pre-heat coil of adequate size along with replacement of all piping, isolation valves, pressure gauges, condensate return traps, and control valves. All piping valves and associate hardware will be rated for steam use and capable of safely operating at the supply pressures and temperatures of the existing VA steam system. All controls will be electronically activated and compatible with the existing Energy Management and Control System. The work will require some evening or weekend operations based on the operating room usage. Install new, correctly sized pre-heat coils on the fresh air make-up sections of AHU's 27 and 28 serving the Dietetics exhaust vent hood system including all piping, isolation and control valves, steam traps, gauges, and all related components. All controls will be electronically activated and compatible with the existing Energy Management and Control System. Replacement of the three (3) IDM variable speed drive units on the supply air side of AHU's 10, 11, and 12 in the Nursing Home, Building 12, with new 25 hp units from ABB, Inc. Model ACH550-UH or approved equal. All controls will be electronically activated and compatible with the existing Energy Management and Control System. Repairs to the insulation joints and pin coverings on all supply, return, inlet and exhaust ductwork for the HVAC system serving the 1st floor of building 28 in mechanical room 1223. Work will include the removal of all existing tape and replacement with 3 inch All Service Jacket type tape of the same type as the original. Tape will be coated with Childers C-35 Vapor Barrier Coating or approved equal. Any insulation that has come loose will be re-secured. Replacement of the chilled water fan coil unit in Building 4 serving the existing mailroom corridor with a hot water heating fan coil. Work will include all wiring, conduit and heating water isolation and control valves as well as thermostat control units. This stand alone system does not need to be compatible with the existing Energy Management and Control System. The reconditioning and repair (as necessary) of all wall mounted cabinet heaters in Buildings 28 and 29. Work will include the replacement of all faulty motors, filters and missing fasteners. Each unit will be repainted to match existing. All coils will be inspected for leaks and all isolation valves checked for proper operation. All electronic controls will be checked and replace as needed. This stand alone system does not need to be compatible with the existing Energy Management and Control System. Replacement of the existing evaporator and condenser units for the Morgue and Laboratory walk-in cooler units in Building 28 with new name-brand components of the same type and capacity. Work will include all equipment, electrical components, controls, and wiring. The existing refrigerant will be reclaimed in accordance with EPA regulations. The existing components will be disposed of by the contractor after removal. Impacts to laboratory operations must be minimized during installation of the new equipment. Existing and new roof penetrations will be sealed with materials and methods compatible with the existing roof system. Replacement of the existing split evaporator and condenser units for the low-temperature vegetable freezer, low-temperature meat freezer, meat thaw box, milk cooler and cooks cooler in the Dietetics Kitchen in Building 28 with new name-brand components of the same type and capacity. Work will include all equipment, electrical components, controls, and wiring. Each individual kitchen unit will have its new condenser mounted on a separate 4-inch thick equipment pad on the exterior of the building large enough for all the required externally-mounted components. The existing refrigerant will be reclaimed in accordance with EPA regulations. The existing components will be disposed of by the contractor after removal. Impacts to kitchen operations must be minimized during installation of the new equipment. Existing and new wall penetrations will be sealed with fire rated materials and methods compatible with the existing wall system. All work involving completed system replacement will include complete testing and balancing of the systems after installation. Contract Drawings, Specifications and Engineering calculations shall supply a complete design to the satisfaction of the VA. The A/E shall provide a detailed construction cost estimate based on the contract drawings and specifications. All designs are to be to VA Design criteria. The A/E design firm must have an active production office within a 400 mile radius of Amarillo, Texas. Submission of SF330's are due NLT 23 May 2007. This solicitation is set-aside for small businesses only. Estimated construction cost is $500,000 - $1,000,000. NOTE: SUBJECT TO THE AVAILABILITY OF FUNDS.
