Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested but a written solicitation will not be issued. (ii) This combined synopsis/solicitation is issued as a Request for Quotation RFQ #07-0244439. The Federal Bureau of Investigation (FBI) intends to purchase a SPECIFIC MAKE AND MODEL UMAX Powerlook 2100XL Scanner with Magic Scan & SilverFast SE. (iii) This solicitation document and incorporated provisions and clauses are those in effect through the FEDERAL ACQUISITION CIRCULAR 2005-16. (iv) This solicitation is not restricted to a set-aside for small business concerns. North American Industrial Classification System is 443120. The negotiated contract will be a firm fixed price contract for a quantity of 120 - UMAX Powerlook 2100XL Scanners with Magic Scan & SilverFast SE - standard manufacturer's warranty included. No substitues or refurbished equipment will be accepted. (vi) For further information, contact Linda S. Patterson at lpatters@leo.gov. Electronic communications are preferred. (vii) Delivery shall begin within 30 days of receipt of a delivery order and shall be made to the Federal Bureau of Investigation, Criminal Justice Information Services Division (CJISD), 1000 Custer Hollow Road, Clarksburg, West Virginia 26306, to the attention of the Technical Point of Contract (TPOC) who will be identified on the delivery order. Items shall be shipped F.O.B. Destination. Partial Deliveries are acceptable when approved in advance by the TPOC. (viii) FAR 52.212-2, Evaluation - Commercial Items is incorporated by reference and applies to this acquisition. ADDENDUM FAR 52.212-1 Para. (B) Submission of offers. Submit signed and dated offers by close of business May 24, 2007 to the Federal Bureau of Investigation, ITCU, Attn: Linda S. Patterson, Module E3, 1000 Custer Hollow Road, Clarksburg, WV 26306 or via e-mail at lpatters@leo.gov or facsimile at 304-625-5391. ADDENDUM FAR 52.212-1 Para. (ix) FAR 52.212-2, Evaluation -- Commercial Items is incorporated by reference and applies to this acquisition. ADDENDUM FAR 52.212-2 Para. (A) The following factors, in descending order of importance, shall be used to evaluate offers: ability for the item to meet the FBI technical requirements, price, and past performance. For past performance evaluation, offeror?s shall provide names, addresses, and telephone numbers of three customers, Government and/or commercial, that have utilized the offerors service for the same or similar item during the past two years. (x) Offerors shall include 1) FAR 52.212-3, Offeror Representations and Certifications--Commercial Items is incorporated by reference and is to be included only as applicable; 2) a completed copy of the Key Management Personnel List (KMPL) attached; 3) Responses to 11 Risk Assessment Clauses for Contracts Involving the Procurement of Critical Asset - also attached. Offerors shall ensure that all requested information are executed and returned as required in this synopsis/solicitation. (xi) FAR 52.212-4, Contract Terms and Conditions--Commercial Items, is incorporated by reference and applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
