Description

The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) intends to negotiate on a sole source basis with BAE Systems National Security Solutions, Reston, Virginia in accordance with FAR 6.302-1 and 13.106-1 (b)(2). NOAA requires a contractor to supply support, maintenance and License of BAE Socet Set software which will allow NOAA to support the ASP mission and the congressionally mandated CMP mission. The contractor must meet the DOC-IT Security-Program & Minimum Implementation Standards (http://www.osec.doc.gov/cio/ITSIT/DOC-IT Security-Program-Policy.htm). The C&A requirements of clause 73 do not apply and a Security Accreditation Package is not required. Detailed specifications regarding this requirement are listed in the attached document titled, 'BAE SOCET SET Support, Maintenance and License, Statement of Work'. Notwithstanding the Government's intent to negotiate this requirement on a sole source basis with BAE Systems under the authority of 41 USC 253 (c)(1), responsible sources may submit capabilities information which, if timely received, will be considered by NOAA. Responses must be received not later than 12:00 Noon (EST) Monday, May 14, 2007. The Government intends to award a single purchase order to a contractor based on best value.
