This requirement is being processed in accordance with Federal Acquisition Regulation (FAR) 6.302 under the statutory authority of 41.U.S.C.253 (c)(1) ? Only one responsible source and no other supplies or services will satisfy agency requirements. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the equipment requirement aforementioned. All responsible sources must submit a written narrative statement, of the equipment?s ability to perform as specified, including detailed specification information and other literature sufficient to permit agency analysis. This is in order to determine a bona fide capability to meet the requirement. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government. All responsible sources will be considered in evaluating the determination to issue a sole source contract award. A firm fixed price delivery order is contemplated for this effort. Affirmative written responses must be received no later than 18 May 2007. All inquiries and responses regarding this synopsis shall be submitted electronically via email to Evelyn.Cross@noaa.gov.
