Description
The Department of Commerce, National Oceanic Atmospheric Agency, National Weather Service, (NWS), intends to solicit on a non-competitive basis with Timewave Technology, Inc of St. Paul, MN for the purchase of DSP-D300 Alert/IFLOWS Decoders for support in the nationwide collection of hydrologic data. This required equipment can process and relay ALERT-format data via both serial and Ethernet ports, with special filtering and selectable ID?s. The contractor will be required to assure compatibility with units that are already field-deployed and meet the program requirements. The program requirements for the Alert/IFLOWS Decoder are: (1) The ability to decode and validate audio frequency-shift-keyed data (1920 hz/2160 hz) that contains information provided in the Automated Local Evaluation in Real Time (ALERT) data format, (2) Allows user-selectable programming to filter unwanted but valid ALERT ID's from reaching the output, (3) Includes both RS-232 and ethernet ports for data output, (4) Provides a means to send data via Internet Protocol (IP) to remote users, (5) Provides a means to send serial data to local PC., (6) Provides user-programmable, browser-based interface via USB port, and (7) Includes user-adjustable input levels to facilitate use with a variety of radio receivers. This requirement is being processed in accordance with Federal Acquisition Regulation (FAR) 6.302 under the statutory authority of 41.U.S.C.253 (c)(1) ? Only one responsible source and no other supplies or services will satisfy agency requirements. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the equipment requirement aforementioned. All responsible sources must submit a written narrative statement, of the equipment?s ability to perform as specified, including detailed specification information and other literature sufficient to permit agency analysis. This is in order to determine a bona fide capability to meet the requirement. A determination by the Government not to compete this requirement on a full and open competitive basis is based upon responses received to the synopsis, is solely within the discretion of the Government. All responsible sources will be considered in evaluating the determination to issue a sole source contract award. A firm fixed price delivery order is contemplated for this effort.
