Description
The National Institutes of Health (NIH), National Institute of Nursing Research (NINR) is conducting a market survey to determine the availability and capability of a contractor to provide a twelve (12) hour upper level graduate program, targeted at graduate students advanced practice nurses, and faculty. This solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6, under Simplified Acquisitions procedures in Subpart 13 as supplemental with additional information included in this notice. The solicitation number RFQ 263-2007-Q-FX-147 is issued as a request for capabilities. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09. 1. The Contractor shall partner with the National Institute of Nursing Research (NINR) in offering a twelve (12) graduate credit-bearing program for the Summer Genetics Institute. 2. The Contractor shall develop and expand the research capacity among graduate students and faculty in nursing, and develop and expand the basis for clinical practice in genetics among advanced practice nurses. 3. The course shall feature classroom and laboratory components that are designed to provide a foundation in genetics for use in clinical practice and the research laboratory. This request for capabilities is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Information received will be considered solely for the purpose of determining whether sufficient businesses possess the capability to fulfill the Government?s requirement and to ensure competition. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The period of performance will be June 4, 2007 through July 27 2007. It is estimated that this requirement will be an eight (8) week session. The place of performance is the National Institutes of Health Building, 31 on the NIH campus. The North American Industry Classification System Code (NAICS) is 611310. The following Federal Acquisition Regulations (FAR) provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items; FAR 52.212-2 Evaluation - Commercial Item; FAR 52.212-3 Offerors Representations and Certifications - Commercial Items; FAR 52.212-4 Contractor Terms and Conditions - Commercial Items; and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders Commercial Items. Pre-Qualification Requirements: The Contractor shall have at least (five) 5 years experience in providing a foundation in genetics for use in clinical practice and the research laboratory. The contractor should provide Sufficient information and demonstrate how the work will be accomplished and shall depict a true understanding of the requirements as they relate to the tasks. NIH will evaluate the quality, feasibility, practicality, and creativity of the proposed approaches. The contractor should include a statement addressing the experience, education, training, and availability for the performance period of proposed personnel.
