- The U.S. Department of Energy, Western Area Power Administration (WAPA), Corporate Services Office (CSO), intends to award a sole-source requirements type contract to Traversa Consulting. Authority for other than full and open competition is 41 U.S.C. 253(c)(1) and FAR 6.302-1, ???Only one responsible source and no other supplies or services will satisfy agency requirements???. The resulting procurement will be conducted in accordance with FAR Part 12. The requirement is for a Strategic Planning Consultant, with detailed knowledge about the utility industry and experience in the utility services. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all interest and capability statements must be received by the Government no later than May 5, 2007, at 12:00 noon to be considered. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
