- The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Water Education Foundation, Sacramento, CA. The Bureau of Reclamation, Boulder City, NV, is providing funds for Water Education Foundation to educate the public regarding its programs and activities with regards to the Lower Colorado River. Statement of Work This contract partially funds the Water Education Foundation to prepare a variety of multi-media outreach projects which inform decision makers, non-governmental organizations, and the general public on significant water issues along the Colorado River. Effective Date: ASAP - June 30, 2008 Schedule of Services: Task 1. River Report Tasks for the biannual River Report shall include identify topics to be covered in River Report; write River Report; manage multi-stakeholder review process of draft River Report; while maintaining editorial control, integrate comments from reviewers as appropriate; produce and distribute River Report to mailing list; design and implement reader-feedback process; make River Report available through the Foundation's web site. Deliverables for the River Report Task: Printed and electronic versions of the biannual River Report will be provided to the Bureau. They will also be available through the Foundation's website. (June 2007 and December 2007) Task 2. Colorado River Western Water Issue Tasks for the Colorado River Western Water Issue shall include identify topics to be covered in Western Water; write Western Water; manage multi-stakeholder review process of draft Western Water; while maintaining editorial control, integrate comments from reviewers as appropriate; produce and distribute Western Water to mailing list; make Western Water available through the Foundation's web site. Deliverables for the Western Water Issue Task: A printed and electronic version of the Western Water issue will be provided to the Bureau. It will also be available through the Foundation's web site. (December 2007) Task 3 Lower Colorado River Tour include create tour itinerary; announce water tour; produce tour package; compile speakers list; make a list of participants; provide summary of participant evaluations. Deliverables for the Lower Colorado Water Tour Task: Printed versions of Tour Itinerary, Speaker List, Participant List and the Water Tour Brochure will be submitted to the Bureau. (Scheduled for March 28, 29, and 30, 2007) Task 4. Colorado River Symposium Tasks for the Colorado River Symposium shall include create a symposium agenda; send out symposium participant invitations; compile speakers list; make a list of participants; provide summary of participant. Deliverables for the Colorado River Symposium: Printed versions of the Symposium invitation, Symposium, Agenda, Speaker List, and the Participant List will be submitted to the Bureau. (Scheduled for September 19, 20, and 21, 2007) DETERMINATION AND FINDINGS Justification for Other than Full and Open Competition 1. The Bureau of Reclamation, Lower Colorado Regional Office, proposes to enter into a contract for: Reclamation proposes to fund in part the Water Education Foundation (Foundation) to prepare a variety of multi-media outreach projects which inform decision makers, non-governmental organizations, and the general public on significant water issues along the Colorado River. Four projects have been identified for fiscal year (FY) 2007: (1) Contribute to the production and distribution of the Foundation's biannual newsletter, River Report, which covers issues related to the Colorado River; (2) Fund publication of one issue of the Foundation's bimonthly magazine, Western Water that will be devoted solely to a Colorado River issue; (3) Development and implementation of an annual Water Tour of the Lower Colorado River from Hoover Dam to the Mexican Border; and (4) Development and implementation of the Colorado River Symposium. The Foundation will work directly with the Regional Director's immediate staff, in particular the External Affairs Officer, as well as the Boulder Canyon Operation's Office technical point of contact in developing, finalizing and distributing the deliverable products associated with the four projects. 2. The proposed contractor possesses the following unique qualifications which are required for this acquisition: The Foundation is a nonprofit organization dedicated to creating a better understanding of water issues and helping to resolve water problems in the southwest for over 24 years. In its effort to facilitate discussion, knowledge sharing, and decision making on topics surrounding the Colorado River, the Foundation has developed the Colorado River Project, a multi-disciplinary and multi-media project which provides decision makers, non-governmental organizations, and others with timely, accurate, and balanced information throughout the year. The River Report, the Western Water Colorado River issue, the Lower Colorado River Tour, and the 2007 Colorado River Symposium are all aspects of the Colorado River Project which is the proprietary intellectual and copyrighted materials of the Foundation. No other entity has access to the formulation of these publications and forums. The River Report and Western Water Magazine have a circulation of 3,100 and 13,000 respectively. Reclamation has been unable to identify any other private source that can authoritatively provide the same breadth, depth, accurate, and balanced information produced by the Foundation encompassing Colorado River watershed issues. This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is May 11, 2007.
