- This acquisition will be a firm fixed price Services contract with cost reimbursement type aspects for the Facilities Operation and Maintenance Support Services of a highly sophisticated medical research facility. The research facility contains both Bio-Safety Level (BSL) three (with potential to BSL-four) laboratories and vivarium facilities housing differing species of animals. The facility is the largest military institute in the world for Infectious Diseases. The presence of vivarium facilities necessitate the compliance with the Association for Assessment and Accreditation of Laboratory Animal Care standards which make support requirements even more complex. The Institute is the Joint Center of Excellence for Infectious Disease and supports th e Department of Defense, Department of Homeland Security, National Institutes of Health, and other agencies in the identification of infectious diseases, development of vaccines and treatments to those agents. These highly integrated and sophisticated fac ility systems require specialized maintenance contractors who know how to work in these environments and how to maintain critical facilities. This Institute is a one of a kind facility that is strategic to the national defense. The Institute also operate s the only pilot bio-production facility for vaccines within the Defense Medical Research facilities. Work shall include, but not be limited to the following: Operational Maintenance Repair, Preventive Maintenance, Facility Operations, Incidental Constru ction and Small Repair of Research areas and Administrative Buildings. Maintenance shall include all equipment in the DMLSS PMI schedule such as AHUs, HVAC delivery systems, chillers, boilers, pumps, electrical equipment, fire alarm system, sprinkler sys tem, building interior and exterior, ceiling tiles, lights, painting, etc. This support services contract will include incidental new construction work wherein the Labor portion shall not exceed $2,000 for any single new construction project. The Contract shall consist of a base period (from date of award through one year) with four one-year option periods. The projected date of award is on or about 30 July 2007 with a start of full performance on 1 September 2007. The Contractor will be required to provide all supervision, all labor, tools, and equipment, required for maintenan ce of specified existing facilities, with the exception of a small portion of specialized equipment designated as Government Furnished. All performance shall be on the Forest Glenn Annex in Silver Spring MD. Contract Requirements: All work to be accomplished under this Contract shall be in accordance with the requirements of the contract and in strict accordance with the contract technical specifications, contract directives and any provided drawings. Materia ls required for the services performance shall be purchased by the contractor upon approval by the COR and shall be reimbursable. One contract shall be awarded on a Best Value basis to the offeror whose proposal is considered most advantageous to the government given its responsiveness to all aspects and requirements of the solicitation and considering price and other non-price relat ed factors.
