- PRESOLICITATION NOTICE/PROCUREMENT FOR A&E SERVICES. The 66th Civil Engineer Squadron Office, Hanscom AFB, MA 00001731-1625, is seeking Architect and Engineering (A&E) firms specializing in civil, structural, electrical, fire protection, mechanical/plumbing (including controls expertise), and environmental type projects. At least two, and up to five multi-discipline A&E firms will be selected. The contracts will be Indefinite Delivery Indefinite Quantity contracts with a guaranteed minimum amount of $5,000, a maximum contract value of $499,900, and an individual task order maximum of $200,000. Estimated start date of contracts is October 1, 2007. Contracts will be awarded for a base year and contain an option to extend for one additional year. The contracts will require complete architectural-engineering services for various architectural, structural, mechanical, electrical, civil, sanitary and environmental minor construction, repair, maintenance, and alteration projects at Hanscom AFB and other Federal entities that are the responsibility of the Civil Engineering Squadron at Hanscom AFB (eg. New Boston Air Force Station, N.H., Sagamore Hill, and Cape Cod Air Force Station). The scopes of the individual task orders will vary and may include topographical surveys, environmental studies, investigatory and design services for single or multiple utility systems, complete or partial renovations of large office facilities, laboratory and specialized facilities, military family housing repairs, construction inspection services, etc. Target construction costs on design projects will range from $100,000 to $5M. Work will consist of furnishing A&E services to perform complete Title 1A investigatory, Title 1B design, and Title II construction inspection services. These services may include studies, reports, renderings, presentation boards, site investigation with building field survey, asbestos survey, topographic survey, testing, calculations, complete design drawings and specifications, cost estimates, economic analysis, energy analysis, and construction phasing. FIRMS SUBMITTING INFORMATION MUST DEMONSTRATE THE CAPABILITY TO CREATE AND WORK CONTRACT DRAWINGS IN THE LATEST VERSION OF THE MICROSTATION CADD SYSTEM. Firms who do not demonstrate the ability to work in Microstation will be deemed non-responsive to this solicitation notice. Conversions from another CADD system do not satisfy this requirement and will be deemed non-responsive. The following are the significant factors for evaluation in order of importance: 1) Past experience of the firm with respect to similar level and types of project work as anticipated, namely building renovations, HVAC repairs, design of new and repair of medium and low voltage power distribution systems, energy efficient projects, utility work, and environmental projects. 2) Specialized experience of the firm's individual members with respect to similar levels and types of projects as anticipated. This includes energy conservation, pollution prevention, waste reduction, and use of recovered materials. 3) Availability of multiple disciplines within the firm. 4) Professional qualifications of the firm's individual members listed on the Forms 254/255. 5) Demonstrated capacity to accomplish work in the required time, and ability to adhere to performance schedules and meet deadlines. 6) Demonstrated ability with regard to cost controls, and quality of work. 7) Location of firm. 8) Demonstrated ability to perform asbestos survey and develop subsequent construction documents. 9) Previous experience with the Department of Defense. 10) Minority and/or woman-owned, veteran-owned, and service-disabled veteran-owned business consideration will be given if applicable. This is an unrestricted procurement; any and all qualified (responsive and responsible) firms shall receive consideration for award. All firms submitting information for consideration must be registered in CCR, Central Contractor Register, in order to receive a solicitation or award. Awards are anticipated in September, 2007. The Government reserves the right to cancel this solicitation, before or after receipt of proposals, with no obligation to the offeror by the Government. An Acquisition Ombudsman, Colonel Russell Blaine, has been appointed to hear concerns from offerors or potential offerors during proposal development. The Ombudsman should be contacted only with issues that cannot be satisfactorily resolved with the Contracting Officer or Program Manager. The Ombudsman's role is to hear concerns, issues, and recommendations, and to communicate these to the appropriate Government personnel. The Ombudsman will maintain strict confidentiality.
