- NASA/MSFC plans to issue a Invitation for Bids (IFB) for "Rehabilitate Building Systems, Building 4207. This project consists of providing the labor, equipment, and materials to modify and upgrade mechanical (HVAC) and electrical systems in building 4207. Construction activities also include some demolition at the site and in the interior of building 4207. Construct a UPS/ Battery building at the site, re-work existing utilities, and coordinate with installation of a primary electrical service. This is a critical communication facility and these required upgrades will provide a redundancy to keep this facility online when performing maintenance and repair activities. The order of magnitude for the procurement is $5,000,000-$10,000,000 and the effort shall be completed within TBD calendar days after notice to proceed. All packages requested must be in writing and contain the Company Name, Address, and Phone/Fax numbers. Request for IFB packages should be made to the below listed personnel. Safety records of the prime contractor and subcontractor will be a consideration at award time and the prime contractor must have an EXPERIENCED MODIDIFICATION RATING (EMR) of 1.0 or less and proof included within the bid package. The prime subcontractors EMR rating shall be no more than 1.1. Requests for IFB packages will not be accepted less than 10 days prior to bid opening. Award of this project is contingent upon the availability of funds. This procurement is part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 236220 and $31M, respectively. The anticipated release date of the IFB is on or about May 18, 2007 with an anticipated offer closing date of on or about June 20, 2007. The firm date for receipt of bids or proposals will be stated in the IFB. Drawings will be available from Point of Contact. All responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will not be available over the Internet. Prospective offerors shall notify this office of their intent to submit an offer.
