Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://wwwfbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Basic Ordering Agreement (BOA) with Palomar Products, Inc., 23042 Arroyo Vista, Rancho Santa Margarita, CA 92688-2604, with a ceiling amount of $11,432,000.00. The BOA will cover a five-year period and include line items for spares and replenishment acquisition, repair actions, calibration, assembly modification, design upgrades, depot part lay-in, engineering support and training services of Palomar Products proprietary systems, assemblies and subassemblies in support of Special Projects Aircraft and P-3 Derivative Aircraft. A list of potential repairable items and spares can be provided upon request. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1. All test benches, drawings, software, and test procedures for the radar systems are proprietary to Palomar Products and are not available from the G overnment to be provided for this procurement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will be available on or about 07 May 2007 at the following address: FedBizOps http://www.fbo.gov, and the Crane webpage at http://www.crane.navy.mil/acquisition/homepage.htm. No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. Offer must be submitted in the format as specified in the solicitation. Submitting a bid from the NECO website by clicking on ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format.
