Description
The Central Federal Lands Highway Division (CFLHD) of the Federal Highway Administration (FHWA) is the primary road-builder for the National Park Service, Forest Service, Wildlife Refuges, and several other government agencies. This proposed purchase is for 30,000 tons of class 7 riprap rock and 5,250 tons of class 3 riprap rock to be provided and delivered in accordance with the enclosed specifications. Riprap rock to meet specification paragraph 705.02. Measurement of delivered rock to be in accordance with sections 109.02, 109.03, and 109.04. Gradation requirements will be strictly inspected. (See instructions below to access these documents on the CFLHD website). Sampling and testing requirements to be in accordance with Table 251-1. Certifications must include certification of a weed free source from the National Park Service, Lake Mead National Recreation Area. Stockpile of Class 7 riprap shall be kept no larger than 15,000 tons and no smaller than 7,500 tons. Supplier can expect stockpile depletion at a rate of about 3,000 tons per day. All the Class 3 riprap shall be delivered immediately after award of purchase order. Upon completion of the Class 3 riprap immediately begin delivery of the Class 7 riprap. The Class 3 and Class 7 stockpiles must be kept separate. Riprap is to be delivered to the designated staging area just north of the Las Vegas Wash, east of the Northshore Road (State Highway 147). The stockpile area for the riprap will be located on the south end of the staging area. Do not place material outside of the existing dirt berm that is located on the outside of the staging area. This area is just north of Boulder City, NV. The location is designated within Figures 1 and 2 and are included in the documents available on the Central Federal Lands website at http://www.cflhd.gov/. Copies of the above specifications and measuring and sampling standards are available on the CFLHD website. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DTFH68-07-Q-00001 is advertised on an unrestricted basis and will be awarded as a firm fixed-price contract. The NAICS Code is 212313. The following Federal Acquisition Regulation (FAR) Provisions and Clauses in effect through Federal Acquisition Circular FAC 2005-16, dated March 22, 2007, are applicable to this procurement: 52.212-1, Instructions To Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items including subparagraphs (b) ,(7), (14), (15), (16), (17), (18), (19), (20), (25), (26), (31). This procurement also includes FAR 52.212-2, Evaluation-Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, technical, and other factors considered. Submit your quote for delivered price per ton for each type of rip rap rock including required certifications to John Hunt, Federal Highway Administration, Central Federal Lands Highway Division, 12300 West Dakota Avenue, Lakewood, CO 80228. Responses are due on May 10, 2007 at 2:30 PM, Mountain Time Zone. Proposals may be submitted by email or fax. Delivery of the material is anticipated to begin the week of May 14, 2007 and be completed by June 22, 2007. The Government shall not pay for any costs associated with the preparation of the proposal.
