Description
The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Centers for Coastal Ocean Science (NCCOS) is issuing notice of intent to award an indefinite-delivery, indefinite-quantity type contract with firm fixed unit prices provided on a per-sample basis for services pertaining to the analysis of benthic macrofauna and sediment properties in samples of estuarine sediments from various U.S. coastal regions. The work is intended to support environmental monitoring and assessment needs of multiple studies conducted by the NCCOS. The primary objectives of these studies are to assess status and trends in the quality of the Nation's coastal resources and to determine relationships between potential biological impacts and sources of disturbance due to either natural or anthropogenic factors. The contract will be managed out of NCCOS's Center for Coastal Environmental Health and Biomolecular Research (CCEHBR) in Charleston, South Carolina. It is expected that the Contractor will be providing support on multiple projects under the contract, with each new project being conducted under a separate Delivery Order. The period of performance shall include one base period (commencing with contract award and ending December 31, 2007) and up to four additional 12-month option periods within which analyses can be ordered. A final report on results of each project (Delivery Order) is expected within 12 months of the start of the corresponding project (signified by the receipt of samples and a signed Delivery Order). Thus, the period of performance could extend to one year beyond the end of the initial base period or any subsequent option period. If all option periods are exercised and orders placed up through the end of the fourth option period, the overall period of performance would extend to December 31, 2012. It is NOAA's intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items and FAR part 13, Simplified Acquisition Procedures. This procurement is being issued as a 100% Small Business set-aside in accordance with FAR 52.219-6. The applicable NAICS is 541380 with a small business size standard of $11.0 million annually. The Request for Quotation (RFQ) will be issued on or about May 7, 2007 with responses due on or about May 21, 2007. The RFQ will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPS for the release of the RFQ and any subsequent amendments. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR), www.ccr.gov, and obtain and provide on the offer a DUNS number by calling 1-800-333-0505.
