Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The USACE, Engineering Research and Development Center (ERDC), Vicksburg, Mississippi proposes to issue a solicitation to supply, fabrication and shipment of the concrete reinforcement steel. This includes providing the reinforcement steel cut and bent to proper dimensions and geometry as described in the design dra wings. The selected vendor, unless stated otherwise, shall furnish all reinforcement steel. The reinforcement steel shall be fabricated per design drawings. The reinforcement steel shall be new material, which shall be free of oil, rust and loose scale. R einforcement bars shall conform to ASTM A615, Grade 60. Vendor is NOT responsible for accessories necessary for placement of reinforcement steel such as ties and supports. Vendor is also NOT responsible for the #3 stirrups, threaded rods, structural steel, and nuts/bolts shown on the design drawings. The selected vendor is responsible for the fabrication of all reinforcement steel. The reinforcement steel detailing and fabrication shall comply with the latest edition of ACI 315 (Details and Detailing of C oncrete Reinforcement). The selected vendor shall provide a set of shop fabrication drawings including bar-lists to ERDC for final review and approval prior to fabrication. ERDC shall review, comment, and return the drawings within 4 days after receipt m arked as final approval. The vendor is then released for fabrication. The bent and formed dimensions of the reinforcement steel shall be within the allowable limitations and tolerances of ACI Standards. All reinforcement shall be bent cold. ERDC reserves t he right to reject materials and workmanship that do not comply with the specified standards or codes, design drawings and final as-marked approved fabrication drawings. The selected vendor is responsible for the shipment of all reinforcement steel to Ra nge 19 at Fort Polk, LA. The vendor is responsible for loading and shipping to the site and shall meet all local, state and federal highway/road regulations and laws. Upon delivery to the site Government personnel will be responsible for unloading of all r einforcement steel. All steel shall be packaged so that the package weight does NOT exceed 5000 lbs. The fabricated reinforcement steel shall be securely bundled and identified on a waterproof tag with waterproof ink. Each tag shall show the purchase order number, drawing number, mark number, and number of pieces. SCHEDULE: The selected vendor shall provide delivery of all reinforcement steel to Fort Polk, LA, ON or BEFORE JUNE 6, 2007. The vendor shall allow for a maximum of 4 days for review and approval of fabrication shop drawings. The Government intends to release Solicitation No. W912HZ-07-T-0027 on or about 27 April 2007. FAR Provision 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Evaluation factors are Availability , Technical and Price; evaluation will be in accordance with Clause 52.212-2 Evaluation - Commercial Items. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with offer. The Clause 52.212-4, Contract Terms and Conditions, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
