Description
The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure a self-contained field facility Infrared Systems Evaluation Laboratory (IRSEV) on a full and open unrestricted basis. The IRSEV is designed for comprehensive missile-seeker performance evaluation; it is also a validation platform for modeled threat missile simulations. The IRSEV primary application will be as a mobile laboratory used for the measurement and characterization of Infrared Systems in the field. It is anticipated that this IRSEV will require 40-ft chassis length, class "A" diesel rear pusher design, mobile laboratory of the type used by the recreational vehicle industry. Organic electrical power, air-conditioning, provisions for mounting and interchanging rack mounted electronic equipment, and other facilities needed for sustained autonomous field operations are required. The body shall be equipped with four slideouts; two curb side and two street sides. The dimensions of the slideouts shall meet the minimum size shown in Figure 1 (will be attached in the solicitation). The body area shall be a self-contained/self-supporting platform consisting of a rear mission planning/coordination space with a Conference Table to be 75" deep x 72" Wide. The Conference Table to flip up to side rear cabinets and lock in when vehicle is in motion. This will enable rear slide outs to completely slide in for travel, a command desk and 84" sofa / bed with overhead cabinets installed in the curb side front slide-out, three "Operator" racks located in the forward street side/slide-out, and a three full size dual 19" equipment rack in the drivers side between the slide-outs. Also included will be an 8KW diesel generator. General Chassis Performance Specifications: Model year: current; Class "A" diesel rear pusher design; a chassis length of no less than 40ft; Steel cage cockpit construction; Peaked one-piece fiberglass roof with fiberglass insulation with 9 layer construction; Smooth gel coat fiberglass exterior walls; 1-piece front windshield; 84" interior height; Front and rear molded fiberglass cap; One-piece generator access door; Rear engine doors with struts; Steel framed floor on steel trusses; 5 layer construction; Laminated structure wood flooring; Electric flush-floor stepwell cover; Interior paneling with ?" insulation; Foam insulated floor framing with luan backer; 17.5 chrome head power heated remote mirrors; Flush-mounted metal fuel doors; 30" deep aft slide-outs; Side-hinged baggage doors; One-piece polyethylene pass-through storage compartment; Wheel mud flaps; Full-length mud flap; Film front mask; Roof ladder; Undercoating; Fuel capacity of no less than 100 gal.; Dual fills; Rear axle ratio 4.30:1; Radial tires 275/7OR/22.5; Stainless steel wheel simulators; Rear engine doors with struts; Steel framed floor on steel trusses; 8KW diesel generator; Fire extinguishers; Four slide-out spaces; Storage compartment details; Roof access ladder details; Smoke and CO alarms; HVAC configur ation; HVAC capacities; Stated cabinets, counters, furniture layout; Lab wiring, rack layout; Remote access to transmission fills. A schematic of the floor plan and interior layout will be provided in the solicitation as reference. Warranty Response Time: Service technicians shall be available with an 8-hour response time anywhere in the 48 contiguous States for warranty work. An optional five-year Extended Service Warranty for the truck subsystem and an optional extended warranty for the laboratory subsystem will be included in this procurement. TRAINING: The Contractor will provide training in the operation of the IRSEV Truck and Chassis subsystem components and features and in the Laboratory subsystem components and features. Manuals, drawings, and maintenance procedures will be available to distribute at this time. This training is on-site and estimated to take up to two days for up to three Government personnel. The training/acceptance dates will be coordinated with the Government Technical Point of Contact. Complete details will be provided with the Request for Quote (RFQ). The proposed IRSEV must meet or exceed performance specifications as listed in the RFQ. The solicitation will be pos ted in the Navy Electronic Commerce Online website at http://www.neco.navy.mil/ and the FEDBIZOPPS website at http://vsearch2.eps.gov/servlet/SearchServlet on or about 10 May 2007. Responses must include all information requested in the written RFQ. All responsible offers will be considered for award. This evaluation will be in accordance with FAR 13.5, Test Program for Certain Commercial Items.
