Description
The C-E-LCMC Acquisition Center Washington is searching for sources in support of an U.S. Army Research, Development and Engineering Command (RDECOM), Communications and Electronics Research, Development and Engineering Center (CERDEC), Night Vision and Electronic Sensors Directorate (NVESD), Humanitarian Demining (HD) Research and Development Program. On-site logistical support in Khon-Kaen, Thailand is required for the ongoing Field Evaluation of USA RDECOM CERDEC NVESD HD equipment and HD sponsore d technology conferences and seminars. The contractor must be able to provide operations, maintenance, language, logistics, and administrative support and to interface between NVESD, the Joint US Military Advisory Group (JUSTMAG), the Thailand Mine Actio n Center (TMAC) and their Humanitarian Mine Action Units (HMAU), the Cambodian Mine Action Center (CMAC), the Mines Advisory Group, the HALO Trust, and other humanitarian demining non- government organizations (NGOs). The support is required for a period of 3 years to include, but not be limited to, the following: 1) in-country liaison Officer (LNO) with experience in logistics support in Thailand and Cambodia and possessing a current and valid Certificate of Permanent Residence for Thailand. The LNO must have knowledge of the Thai language and knowledge of Thai government labor laws and bureaucracy. The LNO will assist in coordination, management and operations of the HD program to better facilitate overall logistical concerns such as transportation, com munications, maintenance, and host country legal documentation. The LNO shall have familiarity with the TMAC Humanitarian Mine Action Unit and CMAC operations; 2) A Thai speaking person with excellent command of the English language, both in speaking and writing and with familiarity with HMAU operations, who will provide on-site logistics support to the HMAUs and NGOs interfacing daily with the soldiers and contract personnel who are operating the HD equipment fielded in Thailand and Cambodia; be a liais on between the HMAUs and NGOs, the NVESD engineers, and the local economy to facilitate local support for repair or parts on HD equipment if the HMAU and NGOs do not have the capability, parts or funding to make the necessary repairs; provide frequent stat us reports back to the HD project engineers notifying them of equipment status (running, down for repairs, not used to inclement weather, etc.) and any data (approximate number of square meters of vegetation cleared, attachment used and duration of use) on that days events; be in direct contact with TMAC, CMAC, HMAU and NGO personnel on a daily basis to provide maintenance support. All responsible sources are requested to submit a response to this market research not to exceed ten (10) pages, and should i nclude adetailed discussion of how they can meet each of the the above requirements. In addition information should be provided relating to the contractors North American Industry Classification System (NAICS) small business size status. The response mu st be in sufficient detail to enable the Government review to determine if the vendor has the required services and qualifications required for the effort. The small business size standard is $6.5 million dollars per year for the NAICS code 541990.
