Description
Solicitation Number NCNR3000-7-12112 is issued as a request for quotation in accordance with the format in FAR 13. This solicitation is set aside exclusively for small business concerns. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industry Classification Code (NAICS) is 532411. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Ocean Service, specifically the Damage Assessment Center has a requirement for vessel and dive support services for operations pertaining to the completion of emergency restoration work and establishment of a monitoring program of the emergency of the T/V Margara grounding site offshore of Tallabora, Puerto Rico. The Contractor must provide a vessel and crew with the following requirements: 1) The vessel and crew must be available to provide the required services starting May 9, 2007 through May 24, 2007 (16 days); 2) The vessel must be able to operate out of and remain moored at the Copa Marina Resort in Guanica, Puerto Rico when not on site for the duration of the operation and must be ready to depart for the site no later than 0700 hours every day of the operation period; 3) The vessel must be of sufficient size to transport a minimum of six (6) divers plus crew, a minimum of thirty-six (36) 80-ft? dive tanks, thirty (30) 5-gallon buckets of cement, thirty-five (35) bags of 30-lb of sand, and additional equipment from Guanica, Puerto Rico to offshore of Tallaboa, Puerto Rico. The vessel must have sufficient deck space to allow for the mixing of the cement using 5-gallon buckets and hand drills; 4) The vessel must be equipped with all required United States Coast Guard safety equipment as well as the capability to provide 100% oxygen to an injured diver; 5) The vessel must be equipped to allow for safe boarding and exiting by fully-equipped SCUBA divers; 6) The vessel crew must include a United States Coast Guard licensed captain to operate the vessel and a certified Dive Master with experience in coral reef ecology and capable of assisting the operation if needed. The crew must be available from 0630 hours till at least 1800 hours every day of the operational period; 7) Dive equipment support includes a minimum of thirty-six (36) 80-ft? dive tanks per day of operation. Additional SCUBA diving equipment is required to be available to supplement any dive equipment failures. The period of performance is approximately sixteen (16) days from May 9, 2007 through May 24, 2007. The resulting purchase order shall be negotiated on a firm fixed price. The budgetary estimate for this project is less than $25,000.00. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-16. The provisions and clauses may be downloaded at http://www.acqnet.gov.far. The following provisions and clauses shall apply to this solicitation: FAR 52.213-4, Terms and Conditions - Simplified Acquisitions (Other Than Commercial Items); FAR 52.232-1, Payments. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. Interested contractors are invited to provide a written and electronic response to be received no later than noon May 4, 2007 addressed to Sandra K. Souders, Purchasing Agent, National Oceanic and Atmospheric Administration, 1305 East West Highway, Suite 7167, Silver Spring, Maryland 20910, Sandra.K.Souders@noaa.gov. Contractors must submit a complete response. Responses that are not substantially complete will be returned. Offers of partial performance shall be rejected. A one page letter shall transmit the quotation signed by an individual authorized to commit the organization The offer, including the letter of transmittal, shall be limited to ten (10) single sided pages. Submit offers arranged in three sections as follows: Section I - Approach, which includes identification and qualifications of relevant personnel and technical management approach; Section II - Past Performance, which includes relevant experience which describes at least three (3) relevant projects performed in the last three years and quality of performance; Section III - Price, Firm Fixed Price for the required vessel and dive support services. The price shall include sufficient data to allow the Government to determine the amount, realism and consistency of the fixed price. Award shall be made to the responsible contractor that offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request.
