Description
This is a sources sought notice to assist the National Institute of Standards and Technology (NIST) in completing market research for a procurement that will soon be conducted for which the scope will be research leading to a revised protocol for artificial aging of soft body armor. While all qualified sources are encouraged to submit their capabilities, small; woman-owned; small veteran-owned; small service disabled veteran-owned; 8(a); small disadvantaged; and HUBZone businesses that are capable of performing this service are specifically encouraged to respond. BACKGROUND OF PROPOSED ACQUISITION: The Office of Law Enforcement Standards (OLES) at the National Institute of Standards and Technology (NIST) conducts a number of projects under its Weapons & Protective Systems program. These projects focus on the establishment of improved performance standards and test methodologies for various types of equipment used by law enforcement, corrections, and criminal justice agencies. This specific requirement addresses a need for assistance in the development of a large scale test that combines tumbling mechanical damage with exposure to conditions of elevated temperature and relative humidity. This test will be incorporated into a revision of the National Institute of Justice (NIJ) performance standard for Ballistic Resistance of Body Armor. DESCRIPTION/PURPOSE OF SERRVICES TO BE ACQUIRED The Contractor shall conduct research leading to a specification for artificially aging body armor. Specific tasks include: Task 1: Characterize test methodology for artificial aging of body armor. The Contractor shall conduct research to identify a method to combine environmental exposure and mechanical damage of soft body armor into one test method that can be easily reproduced at another laboratory. Task 2: Test body armor. The Contractor shall expose body armor samples provided by NIST to the artificial aging protocols that are developed under this contract. The Contractor shall prepare a draft test report of the results and provide it to the NIST TIC. The draft report shall include a critical assessment of the applicability of each test method and performance requirement and include an analysis of the different test methods examined. NIST will also perform its own investigation on samples tested by the Contractor to determine if performance requirements are met. Task 3: Draft formal test method. The Contractor shall develop a draft artificial aging protocol that is modeled after the draft version supplied by NIST and provide it to the NIST TIC. Task 4: Final report. The Contractor shall develop a summary report to document all activities and provide it to the NIST TIC. HOW TO RESPOND TO THIS SOURCES SOUGHT NOTICE Sources that currently possess capability to perform the aforementioned research are encouraged to respond to this notice and provide the following information: 1. Detailed narrative describing the company/organization?s current capabilities that are directly relevant to the aforementioned type of requirements; 2. Description of each similar project completed by your company/organization has completed as a prime Contractor or as a significant subcontractor within the past three (3) years, including as much of the following information as possible: (a) dollar amount of the contract; (b) brief description of the technical requirements of that project; (c) contract type used on that project (e.g., firm-fixed-price, labor-hour, time-and-materials, cost-plus-fixed-fee, cost-plus-award-fee, cost-plus-incentive-fee, etc.); (d) indication of how long the project took to complete from start to finish; and (e) name, address, point of contact and phone number of customer organization for which the work was done; 3. Current socioeconomic status of your company as it relates to North American Industrial Classification System (NAICS) 541380, Testing Laboratories, for which to size standard is $11M. 4. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov. All responses to this notice shall be submitted via email to sherri.miller@nist.gov no later than Wednesday, May 9, 2007.
