Description
NASA/ARC has a requirement for Phase-Induced Amplitude Apodization (PIAA) optics consisting of 2 aspheric mirrors, mounted on a single optical bench. The Phase-Induced Amplitude Apodization (PIAA) coronagraph is a new optical concept which can efficiently remove starlight to allow direct imaging of much fainter sources very close to it. Its most promising application is to image planets like our own around other stars with a moderately sized space telescope. NASA is planning for a detailed laboratory test of this device, which requires the procurement of highly specialized PIAA optics as described in this document. The L-3 SSG Tinsley Inc company uniquely has the capabilities to produce these specialized mirrors. The PIAA optics consists of 2 aspheric mirrors, mounted on a single optical bench. The 2 mirrors work as a pair, and need to be designed and fabricated together. The PIAA mirrors will be part of a large vacuum testbed which will ultimately include a full optical train, from a large mirror (primary mirror) down to the focal plane detector(s). NASA/ARC intends to purchase the items from L-3 SSG Tinsley, Inc The proposed contractor is the only company that has the extensive experience in manufacturing high accuracy optics for the astronomical community. Tinsley brings a 77-year tradition of high precision optical fabrication to SSG. Their modern optical fabrication capabilities include high accuracy, deterministic grinding and computer controlled optical surfacing (CCOS), and precision profilometry and interferometry. NASA intends to negotiate and award a sole source contract with L-3 SSG Tinsley Inc. under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. This request is considered to be sole source to L-3 SSG Tinsley Inc. therefore, no solicitation will result from this announcement. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on May 9, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
