Description
The purpose of this project is to repair and restore wetland and fish habitat at nine sites, and develop habitat for the threatened and endangered red-legged frog at one site, all located within Point Reyes National Seashore in Marin County, CA. Five sites will involve culverts which will be removed and replaced with concrete arch culverts, a box culvert, a multi plate arch culvert or a concrete bridge. The majority of these culvert sites will also have streambed modifications requiring work to construct grade controls and grade control fish ramps, perform site dewatering, construct stream bypass structures and streambed revegetation. This project must be viewed as a natural resource, fish passage opportunity, rather than a traditional construction project. The challenges these project sites pose are unique. Each site must be approached as a sensitive resource area allowing for minimum tree and vegetation damage. Resource protection must be considered as a paramount emphasis driving the project. In addition to protection considerations, the Glenbrook Crossing site has access constraints associated with working in a designated wilderness area. Work will be conducted at the following 9 sites: Mount Vision Road; Estero Road; North Home Ranch; Home Ranch; Glenbrook; Muddy Hollow; Limantour Beach; Upper Laguna and Lower Laguna. The work to be conducted at these sites shall include all supervision, labor, equipment, materials and services to manage, sequence and complete work that includes: Removal and replacement of 6 existing culverts with two 16' x 6' concrete bottomless arches, an 8' x 4' concrete box culvert, a 16' x 6' 3-sided reinforced concrete culvert, and a 14' x 17' aluminum multi-plate arch culvert; Removal of existing road fill and installation of a single span metal bridge structure; Removal of a dam and installation of vegetated sediment detention facilities; Excavation of road fill and reconstruction of a stream channel; Installation of grade control and stream, stabilization structures; Stream diversion; Revegetation with native plant materials; Construction of temporary stream crossings; and Hydromulching and other erosion control measures as identified and described in the drawings and specifications to be provided. This project is estimated between $1,000,000 - $5,000,000. Due to natural resource issues, work may only be performed between the period of August 1 - October 15 each year with project completion required on or before October 15, 2008. Award selection will be based on a Best Value determination made after consideration of price and factors other than price (previous experience, past performance, experience of key personnel, and other factors as outlined in the solicitation). The Request for Proposal (RFP) will be available via electronic commerce only and may be accessed on/about May 10, 2007 at either http://www.fedbizopps.gov or directly through the DOI National Business Center website at http://ideasec.nbc.gov. The due date for receipt of proposals will be 30 days after the date of issuance of the RFP. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. This acquisition is unrestricted and is being pursued under full and open competition procedures. The NPS welcomes the participation of small, minority, women, and disabled veteran owned business enterprises capabile of performing this type of project.
