- Description
- This pre-solicitation notice for a planned acquisition is to provide carpet cleaning services for the United States Air Force Academy (USAFA), Colorado. This will be a non-personal service contract where the contractor shall provide all personnel, equipment, tools, and materials, supervision and services to perform carpet cleaning services. A Firm-Fixed Price contract with estimated quantities and firm unit prices is contemplated. The applicable North American Industrial Classification System (NAICS) Code and Size Standard is 561740 and $6.5M respectively. The performance period is one year beginning 1 October 2007 plus four one-year option periods which may be exercised unilaterally by the Government. Release of the Request for Proposal (RFP) on FedBizOps is anticipated on or about 28 May 2007 with proposals due approximately 30 days after release. This acquisition is 100 percent Hub-Zone Set-aside. This acquisition will be conducted IAW FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation, Request for Proposals, to procure a Fixed Price Requirements Contract. CLAUSE 5352-201.9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selecting official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parities must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
