- Supreme Headquarters Allied Powers Europe (SHAPE) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of Body Armor and Chemical, Biological, Radiological, and Nuclear (CBRN) Equipment for deploying civilians. SHAPE is establishing an Allied Command Operations (ACO) requirements contract under which ACO and various NATO bodies can place orders for equipment. The period of performance for this procurement is 1 base year plus 4 one-year options. SHAPE is serving as the Host Nation for this project, which was authorized by the MBC. SHAPE intends to use the one envelope bid procedure. Partial bidding is not authorized. The Invitation for International Bidding (IFIB) package will contain material at the level of NATO UNCLASSIFIED. The estimated value of this project is Euro 2.0 million ($2.7 million). The reference for this project is IFIB-ACO-SH-07-32 and all communication in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the same reference. ELIGIBILITY Firms that have performed at least three contracts within the last five years substantially similar in scope to the requirement described in the solicitation are eligible to participate in the bidding process. Delivery will be to various ACO locations. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. Please visit the following website for instructions on applying for approval to bid on NATO projects: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm A firm that has been approved for bidding on NATO projects must request that the U.S. Department of Commerce issue a Declaration of Eligibility (DOE) for each project on which the firm wishes to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. SHAPE will send the IFIB directly to all firms on its list of eligible bidders. The bid documents will also be posted on the following website: www.nato.int/shape/community/budfin/index.htm As provided for under MBC rules, nominations to the bidders list will continue to be accepted by the Host Nation after the IFIB is issued and until the bid closing date.
