- This amendment is to clarify proposal submission requirements and answer questions concerning this solicitation. PROPOSAL REQUIREMENTS ---The following paragraph from the original synopsis is edited to include an additional notice regarding submission of your proposal to the ITSS Web address (web.ITSS.gsa.gov). (xvi) OFFERS DUE: 25 April 2007, submitted electronically to GSA ITSS System. Offerors must register in ITSS prior to down loading their proposals to this system at (web.ITSS.gsa.gov). Instructions for registering are provided on the web site. If you wish to submit a proposal and your company is not registered in the ITSS system, you are STRONGLY ENCOURAGED to do so at your earliest convenience to ensure that your registration process is completed prior to the proposal due date of this announcement. NOTE: ONCE REGISTERED IN ITSS, OFFERORS MUST SEND AN EMAIL TO THE CONTRACTING OFFICER PROVIDING THE COMPANY NAME AND CONTACT PERSON PUT ON THE ITSS REGISTRATION. THIS IS NECESSARY SO THE ITSS SYSTEM CAN BE KEYED TO ACCEPT YOUR PROPOSAL. If offerors are unable to submit proposals to GSA ITSS for technical reasons, only, contact the Contracting Officer prior to 4:00 P.M CDT on the date proposals are due. QUESTIONS --- QUESTIONS 1 -- The temperature range specified in this tender looks like a typo mistake. Is it correct? ANSWER 1 -- Yes, the operating temperature, -50 to +125 degrees Fahrenheit is correct. QUESTIONS 2 -- Can you clarify about the maximum distance between the Universal Controller to the Control Box? ANSWER 2 ?- The distance is unlikely to exceed 150 feet. QUESTIONS 3 -- (For Large Businesses Only) Reference E.2.3 --Subcontracting Plan: For this requirement can we submit a general Small Business Subcontracting Plan? established for FY2007, or does the subcontracting plan need to be specific to this project? ANSWER 3 -- The "General" Small Business Subcontracting Plan to which you refer is probably called a ?corporate? or ?commercial? plan by the government. YES, commercial plans are preferred, as indicated by the following solicitation language. Solicitation provision E.2.3 contains a note which reads as follows. NOTE: The Subcontracting Plan shall contain a separate part for the basic contract. The Subcontracting Plan may be a CORPORATE/COMMERCIAL or an individual plan for this contract. In accordance with instructions on the reverse side of Standard Form (SF) 294, subcontract award data that is reported by prime contractors/subcontractors shall be limited to awards made to their immediate subcontractors. Credit cannot be taken for awards made to lower tier subcontractors. Also, paragraph (g) of the clause entitled "Small Business Subcontracting Plan" (FAR 52.219-9), which is incorporated into the solicitation by reference indicates that a commercial plan is preferred for commercial items, as this one is. QUESTIONS 4 -- The spec is so specific I would like to know which manufacturer?s specification the Government used to develop the solicitation. ANSWER 4 -- This specification was independently developed by Government engineers aided by literature for a variety of commercially available equipment. Please contact the Contracting Officer BEFORE the proposal due date if you have any questions.
