FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. NO RECONDITIONED ITEMS ARE ACCEPTABLE. This justification is for the procurement of Mercury automated test suite on a brand name only basis. The use of brand name description is essential to the Government's requirements, thereby precluding consideration of a product manufactured/licensed by another company. As the command and control messaging system for domestic offices and posts worldwide, it is imperative that the SMART system function according to the Department?s requirements. Sophisticated automated testing tools are essential to this purpose. The range and scope of testing for a system of the size, complexity and importance of SMART cannot be performed solely with manual testing. Mercury automated testing tools will provide the ability to run a long series of tests unattended often through the night. In addition, Mercury automated testing software will simulate large numbers of users simultaneously utilizing the SMART application to determine performance metrics and ensure usability of system prior to deployment. IRM/SMART requires the Mercury automated testing products and services to be procured on a brand name only basis. Therefore, 41 USC 253?(1), only one responsible source and no other supplies will satisfy agency requirements, implemented by FAR Part 6.302-1?, is cited at the statutory authority. No one vendor?s unique qualifications are cited as the basis for this justification. Only the products identified by the brand name herein have been determined to be the only items that maximize the Government?s existing investment. The rational follows: 1) A foundational consideration is that the nature of performance testing technology is highly specialized, requiring a significant investment in staffing and training in any given product. While there are competing products with similar functionality, the knowledge and expertise to use each system is not easily transferable. The cost in training, experience and project delay would be significant and far outweigh any potential savings to the government. The next factor in consideration is the fact that Mercury has a proven track record on the SMART program. Mercury was used during an early laboratory test of SMART and successfully tested a simulation of1,500 concurrent users (the estimated pilot population) accessing a prescribed set of solution allowing the Government to make major course corrections in the design and architecture of the SMART System. The licenses for the original mercury test tools have expired. New licenses are now needed to ensure the major design and architecture changes to SMART have fixed the performance problems identified in the tests that were conducted previously. The SMART program office received Independent Verification and Validation (IV&V) services from the Gartner Company. Gartner?s independent research is widely recognized as an authoritative source of IT trends and recommendations. SMART relied on Gartner research and professional expertise in selecting Mercury. According to Gartner, Mercury dominates the automated testing software market with over 50% market share. Gartner?s ranks Mercury as the Market leader in terms of ability to execute and completeness of vision. In addition, Gartner?s onsite IV&V experts have stated that ? the Mercury family is the strongest /broadest in overall capacity.? A)Sellers must bid exact match to spec (make, model and spec) B)The products offered in this bid are brand new, not gray market and are in original packaging. C) Seller is providing these products via Hewlett Packard authorized channels for new equipment Federal sales. D) Full Hewlett Packard warranties will be provided and none of these products will have a negative impact on the warranties of associated system components.
