Description
The Federal Bureau of Prisons is seeking concerns having the ability for providing Performance Based Residential Reentry Center Services (PBRRC) for male and female Federal offenders in Baltimore, Maryland (Facility should be within the Baltimore City limits, Baltimore County, Maryland). The prospective contractor is to propose how they will provide the PBRRC services which include care, custody, control, accountability, and treatment, including subsistence. The services described shall be in accordance with the Federal Bureau of Prisons' Statement of Work entitled, "Performance Work Statement (Residential Reentry Center) dated October 2006." An indefinite delivery requirements type contract with a three year base period and seven one-year incentive award terms is anticipated. The estimated number of inmate days for the three year base period and each of the seven one-year award terms is approximately 100 male beds and 20 female beds respectively (if all award terms are earned). The performance periods will be as follows: Base Period: 4/1/08 - 3/31/2011, Award Term One: 4/1/2011 - 3/31/2012, Award Term Two: 4/1/2012 - 3/31/2013, Award Term Three: 4/1/2013 - 3/31/2014, Award Term Four: 4/1/2014 - 3/31/2015, Award Term Five: 4/1/2015 - 3/31/2016, Award Term Six: 4/1/2016 - 3/31/2017, Award Term Seven: 4/1/2017 - 3/31/2018 (if all award terms are earned). Award terms are earned based on the contractor evaluation rating. At the end of the second and third year of the contract, the contractor must have a rating of ?Acceptable? and above to earn Award Terms 1 & 2. In order to be awarded each of the last five one year award terms, the contractor must receive a Contractor Evaluation rating of ?Very Good? for the evaluation periods ending the fourth, fifth, sixth, seventh, and eighth contract years. The solicitation (RFP 200-0975-MA) will be available on or about May 18, 2007, and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of RFP 200-0975-MA will be on or about July 17, 2007. All responsible sources may submit a proposal which will be considered by this agency. Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. No collect calls will be accepted. No telephone requests or written requests for solicitations will be accepted.
