Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS) Command and Data Acquisition (CDA) Station, Wallops Virginia, is issuing notice of intent to negotiate a sole source procurement with Kevlin Corporation, to procure two 14.2m Waveguide (WR430) Rotary Joints, to replace deteriorating rotary joints within CDA 14.2 m antenna system. The proposed requirement will provide for the replacement of worn equipment utilize to transmit portion of the Wallops CDA Station uplink to the various Polar Orbiting and Geostationary spacecraft, a critical data collection function necessary for the dissemination of world wide forecasting and weather events and other environmental phenomena. It is pertinent that the Rotary Joints be identical to existing equipment to alleviate any potential system malfunctions with non-conforming instruments, and to obtain accurate and optimum performance as these rotary joints help to provide a 24/7 data transmission. Kevlin Corporation is the Original Manufacturer of the rotary joints. Kevlin Corporation is the only known source that possesses the necessary knowledge and skills required to construct the rotary joints. The Wallops Command and Data Acquisition Station is responsible for providing critical data used by military and civilian community for weather and environmental projections. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 517410. The size standard is $13,500,000.00. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC Information Technology Systems (Jun 2006) will apply. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by April 24, 2007. This notice of intent is not a request for competitive proposals. A determination to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22 applies.
