Description
NAICS Code: 541690 The U.S. Environmental Protection Agency (EPA) Climate Change Division (CCD) in Washington, DC intends to award a Purchase Order to Colorado State University (CSU), Natural Resources Ecology Laboratory of Fort Collins, CO under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this Purchase Order is to initiate several analyses in preparation for developing estimates of changes in agricultural soil organic carbon (C) and Nitrous Oxide (N2O) emissions for the "Inventory of US Greenhouse Gases and Sinks: 1990-2006". These analyses include (1) assessing managed lands in the US, (2) adjusting the National Resource Inventory (NRI) forest area estimates to match those in the Forest Inventory Analysis (FIA), (3) evaluating the latest NRI data for use in the 1990-2006 GHG Inventory estimates for soil C and N2O and 4) preparing quick-turnaround analyses on issues related to agricultural or Land-Use Change and Forestry (LUCF) sources/sinks. It has been determined that due to the unique technical expertise and experience relating to this requirement, CSU is the only source capable of satisfying the Government's requirement. The CSU team has developed extensive expertise in utilizing the Inter-Governmental Panel on Climate Change (IPCC) methodology for estimating soil carbon stocks in the US and remains the only group of scientists who have successfully applied the IPCC methodology to the existing US activity data for generation of national soil carbon estimates. The Century/Daycent model, which will be used to estimate both soil carbon and nitrous oxide flux from soils, was developed by a team at the CSU. No other organization exists that can operate this model for this purpose, and no other model can be used to perform this work. The North American Industry Classification System (NAICS) code for this procurement is 541690. NO SOLICITATIONS OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any organization that believes it is capable of meeting EPA's requirement, as stated herein, may submit a capabilities statement, which if received by the response date of this announcement may be considered. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
