Description
The Defense Support Program (DSP) intends to extend the current post-production support contracts (PPSC) for Northrop Grumman Space Technology (F04701-96-C-0030) and Northrop Grumman Aerospace Systems Division (F04701-96-C-0031). Each contract will be modified for one base extension year for fiscal year (FY) 2008 with one option year for FY2009. The one year extension and one option year will be cost plus award fee (CPAF). This extension will be on a sole source basis (See Numbered Note 22) to the incumbent contractors listed above. A Justification & Approval document to contract only with these two sources for DSP post production support services was approved on 22 Apr 1996. The contractors will be required to provide the following supplies and services for the Defense Support Program to support the DSP constellation: (1) support on-orbit constellation satellites providing trending analysis and data archive as well as the training of new personnel; (2) provide mission performance assessment for real time mission support and event data analysis; (3) provide anomaly support to include root cause determination and implementation of corrective actions; (4) provide contractor facilities supporting on-orbit operations (either from the factory or at the operations site). These facilities must be Defense Security Services (DSS) certified and capable of processing classified satellite information. The contractor retains responsibility for recapitalization and/or replacement of any hardware/equipment obsolescence throughout the contract; (5) provide program support to include management of contractor teams and contract/business operations segments to track financial issues and deliverables; (6) provide the capability to develop software tools and implement command plans; and (7) provide support at various government sites. Additionally, the contractor will be required to provide the following services for the Defense Support Program to support the launch of DSP-23: (1) program management of the DSP-23 launch integration activities; (2) performance of mechanical and electrical launch preparation tasks and tests in support DSP-23 launch integration; (3) all necessary DSP-23 launch rehearsal support; (4) Early on-orbit testing (EOT) of DSP-23 for a period to include launch plus 30 days; (5) disposal and disposition of all launch integration support equipment during the period of launch plus 90 days; and (6) any other potential launch integration activities necessary to support a successful DSP-23 launch. Interested parties who believe they have the capability to perform as a prime contractor in support of this production effort must include the following information in their SOC: Personnel/Size Standard ? Company Name, Mailing Address, Point of Contact and Telephone Numbers, Business Size Classification, Large, Small, or Other, and experience-specific work previously performed or being performed relevant to this follow-on effort. Small Business companies with the capability to perform this requirement are encouraged to participate. The small business size standard for this requirement is 1,000 employees and the NAICS code is 336414. If you are interested only in subcontracting opportunities please indicate clearly in your submission. The SOC shall not exceed ten pages. The government will use this SOC to determine if there is sufficient interest in the marketplace from qualified sources to attempt full and open competition.
